Speakers including Page Atcheson, Field Director for Oregon Climate, had asked the council on Feb. 9 to craft its own resolution on carbon pricing. “We’re asking for broad support of carbon pricing,” Atcheson said, after city coun- cilor Mark Zanmiller raised the question of “have we looked at the cost to the city?” A council subcommittee came up with a draft resolution, re- quiring minimal staff time to be spent on the task. The resolution, modeled on one passed by the City of Eu- gene, states that “the City Council and Mayor under the Hood River City Charter have the authority to protect the health, safety and general wel- fare of its citizens and is com- pelled by the scientific consen- sus that carbon dioxide emis- sions are the primary cause of global climate change, and agrees that climate change is a crisis demanding immediate measures to reduce its nega- tive effects, and the City finds that climate change is a threat to public health, national se- reading and mediation” — she cites a Buddhist med- ication practice — “nearly every day, unless something unusual happens. “Most of us do some kind of prayer early in the day,” she added. The biggest portion of her work involves research- ing and writing her weekly sermons. “We’ve a very lear ned clergy,” she said. “We want people to have lots and lots of graduate education, go to seminary, but even more than that is great. Research takes a lot of time — half of my work week is sermon preparation.” She also has at least one or two appointments “of some kind” every day. “We make jokes, we do ministry by committee,” she said. Those meetings re- cently have involved the planning of her installa- tion, consulting with the Fellowship’s pastoral care team and lay leaders, meet- ing with the social justice curity, food security, and busi- ness supply chains. “These societal costs of in- action are significant and out- weigh the temporary econom- ic impacts associated with the energy transition,” and “the City believes that assigning a cost to carbon dioxide emis- sions is one of the most effi- cient ways to discourage con- sumption of fossil fuels and encourage development of al- ternatives, and the City finds that the Legislative Revenue Office ‘Economic and Emis- sions Impacts of a Clean Air Tax or Fee in Oregon (SB306)’, report #4-14, December 2014 as well as previous similar analyses concludes that im- posing a price on carbon with- in the State of Oregon could have relatively small impacts on the economy and would significantly reduce green- house gas emissions.” The resolution states that “the City believes that it is im- portant for communities large and small to voice both their recognition of the global prob- lems of carbon dioxide emis- sions and their support for local actions by the State of Oregon,” and resolves that the City of Hood River calls on the Oregon State Legislature to craft legislation carefully to impose a carbon price, in the form of a fee, tax, or cap. Zimmer man is often called to counsel church members, usually at the person’s house. Sometimes it’s to discuss a recent death or chronic health issue, or the loss of a job. She also pe- riodically makes hospital calls. But ministry involves “a lot of quiet work,” she said. “A lot of ministry is hidden, and people don’t see it … it’s definitely a contemplative job. But there are times you’re joyfully people-d out, but there’s also time to spir- itually recharge yourself to do the work to guide others so they can grow spiritual- ly.” Ministry is a profession she was warned against, she laughed. And she agrees. “If you can do any- thing else but ministry, do it because ministry is impos- sible. “What I mean by that is that I never feel like I get it all done and am meeting everyone’s needs like I’d ideally like to do. I don’t know what a 60 hour work week is like … if you can find some way to serve the world but not be a minister, do it.” Ministry is Zimmerman’s second career — her first is as a psychology professor at Portland Community Col- lege, where she’s taught for over 20 years; many Unitar- ian ministers are bi-voca- tional, she explained. That background “has been a great help,” she said. “I still do that; I still teach a little bit. Eventually I’ ll stop doing that.” A former Roman Catholic who left as a teenager, she joined the Unitarian church as an adult in California. I felt I got a celestial thump on the head. I had this aware- ness I needed to be a minis- ter — it came from really deep inside when I was in a terrible place. “You can’t ignore it; it’s a pebble in your shoe. I’d been volunteering part time as a hospice worker — I was doing respite care and al- ready had a connection to that kind of work.” Ministry allows her to grow — her own faith, as well as that of the commu- nity she serves. “We don’t grow alone, we grow healthy communities … so we can be the best peo- ple we can be,” she said. “I see my job in ministry what Dr. Martin Luther King called ‘love community’ — nurtured membership. “We also serve the wider world. It’s a two way street. I understand not liking church, but let’s not throw the baby out with the bath- water.” Zimmerman is “living my own dream.” She gets to minister in the Columbia River Gorge, an outdoor playground.
