THE HOOD RIVER NEWS, WEDNESDAY, MARCH 26, 1913 Hikes Home Baking Easy IIP mm Absolutely Pure Tho only baking powder mado from Royal Crapo Cream of Tartar KQALUM.NO lime phosphate STUDY IS MADE OF APPLESCAB HERE (by Prof. Jackson of O. A. C.) Apple scab is the most serious and the most generally distributed fung ous disease of the apple known, and in the Northwest during favorable sea sons, west of the Cascades, Is parti cularly severe. In Oregon it is prev alent throughout the coast region and in the Unipqua, Hood River and Wil Iamette valleys. It does not develop seriously in most sections of the Rogue River Valley. In Eastern Ore gon it has appeared in some sections, notably in the Grand Ronde Valley. In the Hood River Valley experi ments with lime-sulphur were also conducted, and with excellent results so far as the fungicidal value of that spray is concerned. In some seasons, however, growers in that section com plain that considerable spray injury has resulted from the use of lime sulphur. This has left many in doubt as to the best method of controlling the disease in the Hood River Valley. Further investigation is needed to fur nish a satisfactory solution of the pro blem. Until such experimentation is carried to successful conclusion, the writer suggests that Bordeaux mixture 4-4-50 be used for the first spraying. followed by two applications of self boiled lime sulphur, 10-10 50, at the time recommended above for the sec ond and third sprayings. Self-boiled lime-sulphur Is a special spray originated for use on the peach for the control of brown rot tnd peach scab in the Kast. It is not us good a fungicide as the commercial lime-sulphur it Bordeaux mixture, but it hu the advantage of not causing injury There is every reason to believe that it would not cause injury in the apple in Hood River and growers in that section are urged to give it a thor ough trial. This spray mixture must not be contused with the old home boiled lime-sulphur. Hire Hons for the preparation will be fount' in Circular Hulletin 13 of the Oregon Experiment Station, copies of which ' ill be mailed on application to the Secretary. The arsetia'e of lead used for the control of the codling moth may be used in combination with this spray. If grow ers who try this method will report hir results to the Department of riant Pathology, tho department will appreciate the courtesy. The fall applications of Bordeaux mixture recommended for the con trol of the apple tree anthracnose, will doubtless have a tendency to reduce the spread of the apple scab in the fall and may prove to have a benefi cial effect in retarding the develop ment of the ascogenous stage in the leaves which fall to the ground coated with the spray. APRIL FOOLS' MASQUERADE Skaters Will Appear in Costume at Rink Prizes Offered So successful was the cos!ume"ball" given at the skating rink recently that the management has announced that a masquerade will be given next Tues day evening April Fools' Day. Music will be furnished by an orchestra and, in view of the day, an evening of mirth-provoking fun is expected. The rink is well managed and a good patronage is being enjoyed. RIGHT TO INCREASE LIGHT JUTES ASKED (Continued from page 1) lower than were charged as standard rates in the city and couuty prior to January 1, 1913. The schedule on "ilour mill and refrigerator power" it the lowest rate offered by the Pacific Company, they declare, anywhere for any service. The company also states as follows: That the rates shown In the pro- posed schedules will not permit your petitioner to earn, even if it should ob tain all of the electric light and power business in the city and county of Hood River, including the business of its competitor, more than a fair and reasonable return upon the value of i he property operated and managed by it for public purposes, nor .will said rates permit it to make good or recover any of the great losses which i has suffered in the past fourteen months and is now suffering by reas on of the competitive rates now In force in said community." Would Make Change May 1 The petition asks that they be per il) i ted to put the new schedules of rates into effect without the neces sary delay required for such complete and detailed investigations and ap praisals, and such formal hearings a i h reference to the value of the public utility property managed by your petitioner or the reasonableness of sufficiency of the schedule of rates proposed herewith, as the commission nay even'ually deem proper to make in the premises." The company wants to have meters installed and to make the necessary preparations and arrangements for changing over all of its customers to the new rates on or before May 1, 1913, and requests that It be permitted to make such changes effective on that date. The Hood River Gas & Electric Company further asks "That your commission will also compel the Hy dro Electric Company forthwith to file and charge adequate rates for the ser vice furnished by that company." Included in the petition is the state ment that the local company leased he plant from the Pacific Power & Light Company on January 2,1912, "by which lease said Pacific Company, in consideration of an annual rental of $23,680.80, payable in monthly install ments, leased its electric property, ' Economy in Painting Your House does not mean buying the paint sold at the lowest price per gallon. Hydro Files Petition The Hydro Company, through its president, N. C. Evans, has also Died a petition asking for permission to re adjust Its rates May 1. The schedule of rates for residen tial and commercial lighting which the Hydro Company would put into effect is as follows: First hour's use per day of installa tion 10 cents per kilowatt hour. Next two hours' use per day of In stallation eight cents per - killwatt hour. All over three hours' use per day of installation five cents per kilowatt hour. The minimum monthly charge Is fl per kilowatt of installation. They declare in part as follows: Hydro Valued at $180,000 That during the last year the com pany has been and is now in active competition with rhe Hood River Gas & Electric Company. That it has a plant and property of the reasonable value of at least $180,000 and that it has made such investment in good faith. That the company at the pres ent time is earning practically no net income over and above operating ex penses. That no dividends have ever been paid or declared to its stock holders and that the company will continue to lose money unless it is allowed to charge and receive much higher rates for its service than it is now receiving from Its customers. The petition recites that at all times N. C. Evans was and now is president of the company and that In fixing the operating expenses he has only re ceived and been paid for his services at the rate of $75 a month. They state that the capital stock of the corporation Is $250,000, of which amount $180,000 has been subscribed and fully paid during all of the period. They therefore pray for an order of the commission setting aside its tariff issued January 1, 1912, and in lieu thereof be permitted to file its new tariff to become effective May 1.
