The plan, which has been under consideration by the county commis sioners since the good roads bills were vetoed. Is to Issue unpaid war rants In any sum the taxpayers de cide on. The right of counties to la cur Indebtedness for road work has been authorized by Attorney General Crawford In answer to a communi cation addressed to him by County Judge Culbertson ami which says: Salem, Or., March 4. lull. Hon. George I). Culbertson, Clerk of Hood River County, Hood River, Oregon. Dear Sir: I have your favor of the 2nd In stant, relating to Incurring Indebted ness by counties beyond the amount of $-1,0U0 for the purpose of building permanent roads, as authorized by section 10 of Article XI of the consti tution, as amended at the last elec tion. Answering, I beg to say said nc tlou Is a limit. ttlon on the right of the county to Incur Indebtedness, ar.d the limitation ts-ing removed as to Indebtedness Incurred for the special purpose stated therein. In my opinion It does not require affirma tive legislative In order to give the county the right, since It has the right If It were not for the limitation placed In the said section of the con stitution. Very respectfully yours, A. M. ('inivri)Kli, Attorney General. While not complete the commls- sinners are outlining a plan which will be submitted to the taxpayers of the county to vote on and will probably Include a circular letter addressed to each one explaining the authority for the movement and pro cedure with a postal card which can lie returned and made to read for or against, and containing the signa ture of the voter. In this way the .Vl7 expense and trouble of an elect Ion In 1U0.60 !, orrllrmrv sense of the term will be avoided and the desired result at tained. It Is thought that an additional $.7,000 with the amount already raised for road purposes by taxation, will allow the county to complete a lelt road around the valley this year and make It possible to secure other permanent roads later, n matter con sidered to be most essential to the county generally. of ( tregon.
