Water Situation as Salem Sees It The Salem Statesman, in comment Ing upon the situation at the state capital, which Is having its troubles lu regard to a municipal water sys tem, remarks tersely as follows: "There are a lot of wise guys at Hood Kiver, and they did uot pro pose to pay the private water com pany there the appraised price of the property. It was too high. Ku tlrely beyond reason. So the wise guys proposed that the city build Its own water works system and run the private company out of business. So the wise guys had their way and the bonds for the city system were duly voted. So far o good. But nothing has been done. There Is nothing doing. Nothing will Is? done. W'hj? Are the bonds not good? The wise guys say they are good. But the stubborn bond buy ers will make uo bid on them. They do not want them at any price. They would not give a dollar for a carload of them. So the matter stands. The bond buyers know It would be a losing business for the city to enter Into t lie water business as a competitor. The city system would not earn Interest on the bonds. The bond buyers are partic ular about having their Interest. They also want to know that t lie principal Is good. They do not have to buy bonds of cities that want to compete with private companies. They have their money. They can keep It. So It would be In Salem. A municipal water system contem plates a monopoly. The city must Ik? the whole thing. Then 1 he bonds will 1k good. The earnings will pay the Interest and provide for a sinking fund for the principal. Do you see the point? " Accepts Call to Riverside Church Hev. Kdward A. Harris, pastor of the First Congregational Church at St rent or. 111., has accepted a call to supply the vacancy In the pastorate of Kiverside Congregational Church for a month, and will hold his first service here Sunday, Sept. 4th. Mr. Harris, according to letters re ceived by the church trustees, h is made a marked success of Ids pastorate at Streator. having built up the church and administered Its affairs successfully, and Is spoken of as a man of broad, progesslve ami able qualities. He has nerved on the church's business board, as well as acting as pastor, and Is also said to In competent as a musical director.
