Notice is hereby given that in accordance with Section 13.030 Ad-
ministrative Provision of the City of Gearhart Zoning Ordinance the
Gearhart Planning Commission will hold the following public hearing
on Thursday, August 11, 2022 at 6:00 p.m. in Gearhart City Hall, 698
Pacific Way, via video and teleconference call. You can get participa-

On Tuesday, August 2, 2022 at 6:00 p.m. a public hearing will be
held by the Seaside Planning Commission at Seaside City Hall, 989
Broadway, to take testimony regarding the following items:
22-024VRD: A conditional use request by Kelsey Terry for a three
(3) bedroom Vacation Rental Dwelling with a maximum occupancy
of nine (9) persons over the age of three, no more than ten (10) per-
sons regardless of age. The property is located at 443 8th Ave (T6-
R10-16DD-TL2701) and it is zoned High Density Residential (R3).
22-038VRD: A conditional use request by Jodi and Andrew Glover
Thiel for a two (2) bedroom Vacation Rental Dwelling with a maximum
occupancy of six (6) persons over the age of three, no more than ten
(10) persons regardless of age. The property is located at 470 16th

Germyn for a four (4) bedroom Vacation Rental Dwelling with a max-
imum occupancy of ten (10) persons regardless of age. The property
is located at 437 17th Ave (T6-R10-16AD-TL00402) and it is zoned
Medium Density Residential (R2).
VRD reviews are conducted in accordance with Articles 6 and 10 of
the Seaside Zoning Ordinance which establishes the review criteria
and procedures for a Conditional Use. The specific review criterion
for VRDs is included in Section 6.137 of the Ordinance.
Copies of the applications, applicable criteria, documents, and evi-
dence relied upon by the applicant are available for review at the
Community Development Department, 1387 Avenue U, at no charge.
A staff report will be available for inspection 7 days prior to the hear-
ing. Copies of these materials will be provided at a reasonable cost.
Interested persons are invited to attend the meeting in person or elec-
tronically and submit oral testimony in favor or in opposition to the re-
quest. Instructions to attend electronically and pre-register for public
comment will be posted at www.cityofseaside.us/meetings.
Individuals that wish to offer testimony will be asked to state their
name and address for the record before testifying. The Commission
will first hear from the applicant, then take testimony from those in
favor followed by those in opposition of the request. Testimony should
be limited to 3 minutes. After public testimony, the applicant will be
provided a chance for rebuttal.
Written testimony is also welcome and will be forwarded to the Plan-
ning Commission prior to the hearing. Comments may be delivered
to the Community Development Department located at 1387 Avenue
U or mailed to 989 Broadway, Seaside, Oregon 97138.
Failure to raise an issue during the meeting or in writing or failure to
provide sufficient details to afford the Planning Commission and the
applicant an opportunity to respond to the issue precludes appeal to
the Land Use Board of Appeals on that issue. For more information,

PROJECT DESCRIPTION
The intent of this contract is to replace the existing watermain in OR202 (West Marine Drive/Olney Avenue)
between Alameda Avenue and 5th Street with a new HDPE watermain. The project is planned to be com-
pleted before a subsequent Oregon Department of Transportation (ODOT) roadway improvement project
in the same location. OR202 is an ODOT facility. The following is a summary of the major elements of
Work that are to be provided by the Contractor.

be 90 days from Notice to Proceed.
A mandatory pre-bid meeting will be held on July 26, 2022, at 10:00 AM, local time, in the City Council
Chambers, 2nd Floor, City Hall, 1095 Duane Street, Astoria, Oregon, 97103. A project site tour will fol-
low the pre-bid meeting. Bids will be accepted only from bidders attending the pre-bid meeting. If
a bid is submitted by a contractor having not attended the pre-bid meeting, it will not be accepted
and will be returned unopened.
Any bids received after the above specified time will not be considered. The carrier, including the United
States Postal Service, is considered an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the City Engineer’s Office, Astoria
City Hall, 1095 Duane Street, Astoria, Oregon, 503-338-5173. A non-refundable fee of $250.00 will
be charged for a paper copy of these documents.

Bids will be publicly opened and read by the Public Works Director at 2:00 PM, local time, on August
11, 2022 in the Astoria City Council Chambers. All bids must be accompanied by a certified check, a
cashier’s check or bid bond in an amount equal to at least 5% of the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800
to 279C.870. The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40
U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095
Duane Street, Astoria, OR 97103, (503) 338-5173. Prequalification applications must be received at the
above location no less than seven (7) calendar days prior to bid opening. Required minimum prequalifi-
cation class(es) of work for the Contractor (or Contractor in combination with proposed subcontractor(s))

for public works in Oregon.
This project is funded in part with Coronavirus Local Fiscal Recovery Funds.
