UNITED STATES ARMY CORPS OF ENGINEERS ANNOUNCES
THE INITIATION OF THE FIRST FIVE-YEAR REVIEW FOR THE
FORMER TONGUE POINT NAVAL AIR STATION LANDFILL, lo-
cated in CLATSOP COUNTY, Oregon
The U.S. Army Corps of Engineers (USACE) announces the initiation
of the first Five-Year Review for the former Tongue Point Naval Air
Station Landfill located in a rural area on the tidelands of the south-
west shore of Cathlamet Bay at Columbia River mile 18, adjacent to
Old Highway 30, approximately 3 miles east of downtown Astoria,
Oregon. The purpose of this review is to ensure the selected remedy
remains protective of human health and the environment. If the review
identifies issues that affect protectiveness, the Five-Year Review re-
port will recommend improvements. USACE plans to issue the final
Five-Year Review in September 2023.
The remedy for the landfill at the former Tongue Point Naval Air Sta-
tion includes containment of the contaminated media within the land-
fill, maintenance, monitoring, and land use controls. A full description
of the remedy can be found in the 2018 Decision Document, available
in the Administrative Record.
The Administrative Record is a collection of documents that form the
basis for the selection of a response action at this site. The Adminis-
trative Record file for the site is available for public review at the In-
formation Repository. The Information Repository is housed at the
Astoria Public Library, 450 10th Street, Astoria, Oregon. Access to
the Administrative Record File may be obtained during normal busi-
ness hours by visiting the Library between: Monday: 9 a.m. – 1 p.m.;
Tuesday-Friday: 9 a.m. – 5 p.m.; Saturday: 9 a.m. – 1 p.m.

CITY OF SEASIDE
NOTICE OF CITY COUNCIL PUBLIC HEARING
On Monday, July 25, 2022 at 7:00 p.m. a public hearing will be held
by the Seaside City Council at Seaside City Hall, 989 Broadway, to
take testimony regarding the following items:
22-024VRD-A: An appeal by Frank Buck of the Planning Commis-
sion’s approval of the following request:
22-024VRD: A Conditional Use request by Dave Reudink, Allison
Hooper, Peter Ostrom, and Kelly McCoy for a one (1) bedroom Va-
cation Rental Dwelling with a maximum occupancy of three (3) per-
sons over the age of three, no more than five persons regardless of
age. The property is located at 440 14th Ave (T6-R10-16DA-TL0900)
and it is zoned Medium Density Residential (R2).
The review will be conducted in accordance with Article 6 and 10 of
the Seaside Zoning Ordinance which establishes the review criteria
and procedures for a Conditional Use. The specific review criterion
for Vacation Rental Dwellings is included in Section 6.137 of the Or-
dinance.
A copy of the appeal, decision, original application, applicable crite-
ria, documents, and evidence relied upon by the applicant are avail-
able for review at no charge. Likewise, a staff report will be available
for inspection 7 days prior to the hearing. These materials can be re-
viewed at the Community Development Department, 1387 Avenue U
in Seaside. Copies of these materials will be provided at a reasonable
cost.
All interested persons are invited to attend the meeting and submit
oral testimony in favor or in opposition to the request. During the
hearing, individuals that wish to offer testimony will be called to a
microphone and asked to state their name and address for the
record before they testify.
Written testimony is also welcome but should be submitted by 5:00
p.m. on the Tuesday preceding the hearing in order to be included
with the information sent to the City Council. Written testimony re-
ceived after this date will be submitted to the City Council at the time
of the hearing. Comments may be delivered to the Community De-
velopment Department located at 1387 Avenue U or mailed to 989
Broadway, Seaside, Oregon 97138.
Failure to raise an issue at the meeting, in person, or in writing, or
failure to provide sufficient details to afford the City Council and the
applicant an opportunity to respond to the issue precludes appeal to
the Land Use Board of Appeals on that issue.
