The property is owned by Kelly Norling and it is zoned Medium Density Res- idential (R2). The Vacation Rental Dwelling (VRD) was original- ly approved in July of 2007 with a maximum occupancy of nine (9) people over the age of three. Since that time there have been numerous complaints concerning the VRD’s compliance with the conditions of approval. The Commission will be re-evaluating the conditional use permit to determine if the conditions of approval should be amended or if the permit should be denied. The review will be conducted in accordance with Article 6 and Ar- ticle 10 of the Seaside Zoning Ordinance which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for Vacation Rental Dwellings is included in Sec- tion 6.137 of the Ordinance. 19-031VRD: A conditional use request by James Scherber for a three (3) bedroom Vacation Rental Dwelling (VRD) permit with a maximum occupancy of six (6) people over the age of three, no more than to ten (10) regardless of age. The property is located at 405 8th Avenue (T6-R10-16DD-TL2900) and it is zoned Residen- tial High Density (R3). The review will be conducted in accordance with Article 6 and Ar- ticle 10 of the Seaside Zoning Ordinance which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for Vacation Rental Dwellings is included in Sec- tion 6.137 of the Ordinance. 19-022CU: A conditional use request by LA-4 LLC that will allow the establishment of two townhome style 4-plex unit apartments. The property is located at 615 S Holladay (T6, R10, 21AD TL: 20400) and it is zoned general commercial (C-3). The proposed development would have vehicular access from Avenue F & Ave- nue G and no vehicular access is proposed on S Holladay Drive. The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance that establishes the review criteria and procedures applicable to the request. During the hearing, individuals that wish to offer testimony will be called to a microphone by the Chairman of the Planning Commission and asked to state their name and address for the record before they testify. Written testimony is also welcome and will be submitted to the Planning Commission at the time of the hearing.
