The governor’s proposal, made public Friday, includes a long list of ideas to raise around $3.3 billion over the next 16 years to shield schools from most of the rate hikes facing public employ- ers. State leaders are trying to dig their way out of a pen- sion debt now estimated at nearly $27 billion. The plan includes propos- als that could affect taxpay- ers, the business community and the state’s 70,000 school employees. Among other things, it calls for capping next year’s “kicker” income tax rebate at $100 — a move that would divert up to $500 million from taxpayers into the Public Employees Retirement System school rescue fund. “There’s something in here for everyone to love — and everyone to pick at,” said Nik Blosser, Brown’s chief of staff, in an interview with Oregon Public Broadcast- ing . “The governor’s goal is really to spread that burden in a shared, equitable way.” In remarks prepared for delivery to a legislative com- mittee Friday, the governor said that she was particularly concerned what could hap- pen to schools in a recession if lawmakers fail to tackle PERS. “Tweaks to the PERS sys- tem will not set us on a path toward stability,” Brown said. “We have had this prob- lem for several years, and I Astoria Warrenton Crab, Seafood & Wine Festival Brown’s proposal wouldn’t actually take any- thing out of the current pay- checks of teachers or other school employees. Seaside man indicted for arson after allegedly setting garage on fi re By BRENNA VISSER The Daily Astorian A Seaside man who allegedly set a garage on fire while fleeing from a car accident ear- lier this month is facing a first-degree arson charge. Moctezuma Garcia, 20, allegedly drove his vehicle into a fence on Eighth Avenue in Seaside before fleeing on foot. During his escape, he allegedly entered some- one’s garage and started a fire. The homeowner and Garcia appear to have no relationship, said Scott McCracken, the senior deputy district attorney prosecuting the case. Garcia was sent to a Portland-area hospital to treat serious injuries that police believe are self-in- flicted from the fire. Garcia has been indicted on first-de- gree arson, second-de- gree burglary, failure to perform the duties of a driver and two counts of second-degree criminal mischief .
