A2 THE DAILY ASTORIAN • MONDAY, MARCH 25, 2019 Oregon completes vast student information database Steps taken to protect privacy By ROB MANNING Oregon Public Broadcasting Oregon offi cials announced the completion of a vast database of stu- dent information, even as the state acknowledged a security lapse of personal data in another part of state government. The Statewide Longitu- dinal Data System has been formally in the works since 2015, though the state has invested state and federal dollars in an expanded stu- dent database since 2009. Rob Manning/Oregon Public Broadcasting Oregon education offi cials look at a beta version of the Statewide Longitudinal Data System in August. The system has encountered a series of delays, but top state offi cials now say it is done, pending fi nal valida- tion and quality assurance steps. The SLDS, as the data- base is called, pulls together information on Oregonians from public school data- bases, college and uni- versity registries, and the SEASIDE — A Sea- side man was arrested for allegedly obtaining child pornography. David Norman Stan- ley Hall, 50, was arrested for encouraging child sex abuse, using a child in dis- play of sexually explicit conduct and possession of child pornography during a search of his home on Friday. Police are not indicat- ing at this time whether the victims are local. The explicit content appears to be from multiple online sources. SLDS developers have discussed adding data from other agencies in the years to come, such as the Ore- gon Health Authority or the Early Learning Division. Offi cials say they’re encrypting the data, so that users of the system can’t match individual stu- dents with personal, private information. Technology watch- dogs in the state have been keeping tabs on the data- base as it’s been devel- oped for potential gaps in privacy, security and legal safeguards. The Department of Education’s former chief information offi cer, Susie Strangfi eld, was forced out of her job last January, she says as retaliation for her questioning the database’s security and privacy protec- tions. Reporting from OPB confi rmed that Strangfi eld had been repeatedly rais- ing concerns about the data- base, to the consternation of her supervisors. Strang- fi eld fi led notice in October of her intent to sue the state over her termination. Business group calls for awards nominations Seaside man arrested for child pornography The Daily Astorian state’s employment depart- ment system, all with the goal of better analyzing how student education lev- els affect outcomes later in life. It’ll allow researchers access to a hundreds of mil- lions of data points, and will offer a limited set of reports to the public.The database director at Oregon’s chief education offi ce, Ben Tate, said information related to nearly 3.8 million people is in the database, including people who have attended public schools or colleges in Oregon in the last several years. Tate said the infor- mation from the employ- ment department is more limited.
