A5 THE DAILY ASTORIAN • WEDNESDAY, JANUARY 2, 2019 Trump to meet Hill leaders amid shutdown By ZEKE MILLER and LISA MASCARO Associated Press WASHINGTON — President Donald Trump is convening a bor- der security briefi ng today for Dem- ocratic and Republican congressio- nal leaders as a partial government shutdown over his demand for bor- der wall funding entered its 12th day. The president “wants an agree- ment that reopens the govern- ment AND keeps Americans safe,” the White House said on Twitter. But so far, the administration has rejected a proposal from Demo- crats to re-open government with- out money to build a wall along the U.S.-Mexico border. Ahead of the afternoon session, Trump meets with Cabinet secretar- ies in his fi rst public appearance of the new year. Vice President Mike Pence was expected to join as the shutdown drags into its second week, shuttering parks and leaving hundreds of thousands of federal employees without pay. “Let’s make a deal?” Trump asked in a Tuesday tweet. Today’s afternoon briefi ng with the congressional leaders is taking place the day before Democrats are to assume control of the House and end the Republican monopoly on government. The session will be held in the high-security Situation Room at the White House, which is typi- cally used to handle sensitive infor- mation. The location means that the conversation will not be tele- vised, unlike Trump’s volatile sit- down with Democratic leaders last month. Senate Majority Leader Mitch McConnell and the top incom- ing House Republicans — Kevin McCarthy of California and Steve Scalise of Louisiana — planned to attend, according to aides. The departing House speaker, Paul Ryan, was not expected. House Democratic leader Nancy Pelosi, who is expected to become speaker on Thursday, and Sen- ate Democratic Leader Chuck Schumer planned to attend. Pelosi said Tuesday that Democrats would take action to “end the Trump Shut- down” by passing legislation Thurs- day to reopen government. “We are giving the Republi- cans the opportunity to take yes for an answer,” she wrote in a letter to colleagues. “Senate Republicans have already supported this legisla- tion, and if they reject it now, they will be fully complicit in chaos and destruction of the President’s third shutdown of his term.” The White House invita- tion came after House Democrats released their plan to re-open the government without approving money for a border wall — unveil- ing two bills to fund shuttered gov- ernment agencies and put hundreds of thousands of federal workers back on the job. They planned to pass them as soon as the new Con- gress convenes Thursday. Responding to the Democratic plan, White House press secretary Sarah Huckabee Sanders late Tues- day night called it a “non-starter” and said it won’t re-open the gov- ernment “because it fails to secure the border and puts the needs of other countries above the needs of our own citizens.” Trump spent the weekend saying Democrats should return to Wash- ington to negotiate, fi ring off Twitter taunts. After aides suggested there would not necessarily be a tradi- tional wall as Trump had described since his presidential campaign, Trump insisted otherwise. On Tuesday morning, after tweeting a New Year’s message to “EVERYONE INCLUDING THE HATERS AND THE FAKE NEWS MEDIA,” Trump tweeted: “The Democrats, much as I suspected, have allocated no money for a new Wall. So imaginative! The problem is, without a Wall there can be no real Border Security.” WORLD IN BRIEF Associated Press US authorities fi re tear gas across Mexico border to stop migrants TIJUANA, Mexico — U.S. authorities fi red tear gas into Mexico during the fi rst hours of the new year to repel about 150 migrants who tried to breach the border fence in Tijuana. U.S. Customs and Border Protection said in a statement later Tuesday that the gas was used to target rock throwers apart from the migrants who were trying to cross. An Associated Press photographer saw at least three vol- leys of gas launched onto the Mexican side of the border near Tijuana’s beach that affected the migrants, including women and children, as well as journalists. The AP saw rocks thrown only after U.S. agents fi red the tear gas. The agency said agents saw “toddler sized children” being passed over concertina wire with diffi culty. It said its agents could not assist the children because of the rocks being thrown. Agents responded with smoke, pepper spray and tear gas, it said. The AP journalist also saw plastic pel- lets fi red by U.S. agents. The agency said 25 migrants were detained while others crawled back into Mexico through a hole under the fence. Brazil’s Bolsonaro assumes presidency, promises big changes BRASILIA, Brazil — Jair Bolsonaro was sworn in as Brazil’s president Tuesday, taking the reins of Latin Ameri- ca’s largest and most populous nation with promises to over- haul myriad aspects of daily life and put an end to business- as-usual governing. For the far-right former army captain, the New Year’s Day inauguration was the culmination of a journey from a marginalized and even ridiculed congressman to a leader who many Brazilians hope can combat endemic corruption as well as violence that routinely gives the nation the dubi- ous distinction of being world leader in total homicides. Police have image of pickup involved in killing of girl HOUSTON — Investigators in Houston said that they have a surveillance video image of a pickup truck from which a driver fi red several shots into a car carrying a fam- ily, killing a 7-year-old girl and wounding the child’s mother. The image of the red, four-door pickup was captured shortly before the shooting occurred Sunday morning, Har- ris County sheriff’s Lt. Christopher Sandoval told reporters. Sheriff Ed Gonzalez declined to speculate on what prompted the driver of the pickup to pull alongside and fi re into the car carrying Jazmine Barnes, three of her sisters and her mother. Jazmine died at the scene, her mother suffered a gunshot wound to the arm and her 6-year-old sister was injured by shattered glass. The mother, 30-year-old LaPorsha Washing- ton, remained in a hospital. Jazmine’s father, Christopher Cevilla, pleaded with the public to provide relevant tips to authorities so that an arrest can be made.
