5A THE DAILY ASTORIAN • TUESDAY, SEPTEMBER 25, 2018 WORLD IN BRIEF and driving them away, and said the church must change its ways if it wants to keep future generations. Francis referred directly to the crisis con- vulsing his papacy on the fourth and final day of his Baltic pilgrimage, which coincided with the release of a devastating new report into decades of sex abuse and cover-ups in Germany. Francis told young people in Estonia, con- sidered one of the least religious countries in the world, that he knew many young people felt the church had nothing to offer them and simply doesn’t understand their problems today. It was a very public admission of the church’s failures in confronting sex abuse scan- dals, which have roared back to the headlines recently with revelations of abuses and cov- er-ups in the U.S., Chilean and now German churches. On Tuesday, the German bishops conference released a report which found that some 3,677 people — more than half of them 13 or younger and nearly a third of them altar boys — were abused by clergy between 1946 and 2014. The report, compiled by university researchers, found evidence that some files were manipulated or destroyed, many cases were not brought to justice and that sometimes abusers were simply moved to other dioceses without congregations being informed about their past. Associated Press Dallas police officer who shot neighbor fired by department DALLAS — A white Dallas police offi- cer who fatally shot her black neighbor inside his own apartment was fired Monday, the same day the man was being buried in his Caribbean homeland. Police Chief U. Renee Hall dismissed Offi- cer Amber Guyger during a hearing Monday. Guyger is charged with manslaughter in the Sept. 6 shooting that left 26-year-old Botham Jean dead, and she was fired because of her arrest. Court records show Guyger said she thought she had encountered a burglar inside her own home. She was arrested three days later and is out on bond. An internal investigation concluded that on Sept. 9, Guyger, a four-year veteran of the force, engaged in adverse conduct when she was arrested for manslaughter. When an officer has been arrested for a crime, “adverse conduct” is often cited in the officer’s termination. Guyger’s attorney, Robert Rogers, said the shooting was “a tragic mistake” and that “words can never express our sorrow for the pain suf- fered by those who knew and loved Botham Jean.” Guyger “is completely devastated by what happened,” Rogers said. Dallas County District Attorney Faith John- son has said the case will be presented to a grand jury, which could decide a more serious charge than manslaughter. Dallas Mayor Mike Rawlings said he agrees with the decision to fire Guyger. “The swift termination of any officer who engages in misconduct that leads to the loss of innocent life is essential if the Dallas Police Department is to gain and maintain the public trust,” Rawlings said. Cosby is declared ‘sexually violent predator’ NORRISTOWN, Pa. — A judge declared Bill Cosby a “sexually violent preda- tor” today as a first step toward sentencing the 81-year-old comedian for drugging and sex- ually assaulting a woman over a decade ago. The classification means that Cosby must undergo monthly counseling for the rest of his life and report quarterly to authorities. His name will appear on a sex-offender registry sent to neighbors, schools and victims. Montgomery County Judge Steven O’Neill made the decision as he prepared to sentence Cosby for violating Temple University wom- en’s basketball administrator Andrea Constand at his suburban Philadelphia estate in 2004. The comic once known as America’s Dad for his role as wise and understanding Dr. Cliff Huxtable on “The Cosby Show” in the 1980s faced anywhere from probation to 10 years in prison after being convicted in April in the first celebrity trial of the #MeToo era. Prosecutors asked for five to 10 years behind bars. The defense requested house arrest, say- AP Photo/Evan Vucci President Donald Trump delivers a speech to the United Nations General Assembly. Trump boasts of America’s might, draws headshakes at UN UNITED NATIONS — President Donald Trump delivered a sharp rebuke of multinational authority at the United Nations today, drawing headshakes and even laughter from fellow world leaders as he boasted of America’s economic and military might. Trump arrived late, forcing a last-minute scheduling switch, then received polite applause but also blank stares as he took his blustery brand of “America First” policies to the annual General Assembly. Speaking in triumphal terms, Trump approached the address as an annual report to the world on his country’s progress since his inauguration. He crowed that in “less than two years, my administration has accomplished more than almost any administration in the history of our country.” Rather than applaud or indicate they were impressed, the audience began to chuckle and some broke into outright laughter. Trump appeared briefly flustered before joking that it was not the reaction he expected but “that’s all right.” The moment only reinforced Trump’s isolation among allies and foes alike, as his national- istic policies have created rifts with erstwhile partners and cast doubt in some circles about the reliability of American commitments around the world. Trump seized his opportunity to assert American independence from the international body. He was unapologetic about his decisions to engage with the erstwhile pariah North Korea, remove the U.S. from the international Iran nuclear accord and object to U.N. programs he believes are contrary to American interests. “We reject the ideology of globalism and we embrace the doctrine of patriotism,” Trump said. ing Cosby is too old and helpless to do time in prison. He is legally blind. Cosby’s lawyers had fought the “sexu- ally violent predator” designation, arguing that Pennsylvania’s sex-offender law is unconstitu- tional and that he is no threat to the public at his age. But O’Neill said prosecutors had met their burden of proof by “clear and convincing” evidence. Brooke Crews testified that she concocted a phony pregnancy to keep from losing Wil- liam Hoehn, who is on trial for conspiracy in the August 2017 death of 22-year-old Savanna Greywind. Hoehn has admitted helping to cover up the crime, but says he didn’t know that Crews had planned to kill Greywind and take her baby. Crews said Hoehn appeared surprised when he entered the bathroom in their apartment and discovered she had cut Greywind’s baby from her body. Crews said Hoehn then retrieved a rope and tightened it around Greywind’s neck, saying: “If she wasn’t dead before, she is now.” Hoehn spoke regularly with his attorney, Daniel Borgen, during Crews’ testimony but showed little emotion. Crews was crying and sniffling throughout. Crews described her relationship with Hoehn as rocky and violent, saying it was fueled by drugs and alcohol. She said they broke up at one point, and that’s when she lied to him about being pregnant. Crews pleaded guilty to murder and is serv- ing life in prison without parole. She said she has no agreement with prosecutors for a lesser sentence in exchange for testifying. Greywind’s death prompted North Dakota Sen. Heidi Heitkamp to introduce Savanna’s Act, which aims to improve tribal access to federal crime information databases and create standardized protocols for responding to cases of missing and slain Native American women. A similar bill has been introduced in the House.
