Subsequent bond measures over the next 14 years would pay to move Warrenton High School, then the rest of the grade school. Tom Rogozinski, the grade school principal for the past five years, remembers his first report to the school board, when he oversaw fewer than 650 students. Since then, the school has been adding any- where between 15 and 25 stu- dents a year, he said. Where the school district used to run average grade sizes in the 60s, eighth grade is now the least populous with about 80 kids. And while classroom space has expended, the support areas like gyms, cafeterias, bath- rooms and lockers have not. “It all syncs in,” he said of how the school manages so many kids. “It might not be optimal, but it all fits into some- thing sustainable. The ballet of balancing the schedules of so many grades is never more apparent than in the cafeteria. After providing free break- fast, the school’s food service staff has about a one-hour break before running two grades at a time through 15- to 20-minute lunches before recess. While the layout and operations have been finely honed, the school simply needs more capacity to ease the strain on kitchen staff, said Vice Princi- pal Sean O’Malley. The school district saved money on its portables by not including plumbing. To ease the strain on water fountains shared by up to 400 students, the district installed water cool- ers in the portables and gave kids water bottles. To ease the crush at the end of the day, the school staggers release times. It has also been adding more after-school pro- grams to enrich students’ learn- ing while easing peak afternoon congestion, Rogozinski said. “The investments have been awesome for our kids to keep the programming at a high level,” he said. “The kids are resilient, but eventually that growth will impact what we’re doing.” The school district has zeroed in on a 58-acre parcel on Dolphin Avenue south of Walmart for a new K-12 mas- ter campus. If the bond passes, the district will begin the dis- cussion with staff and the com- munity about how the campus will look, said Mark Jeffery, the superintendent in Warrenton. “The big thing I think we spend a lot of time talking about is traffic flow, and not just designing it for the middle school, but laying the whole thing out,” Jeffery said. Another aspect will be whether to have one large school building or separate campuses, Jeffery said. Regardless of whether the bond passes, the glut of stu- dents at the grade school is slowly moving toward the high school. Now at about 260 stu- dents, Jeffery sees the high school ballooning to around 350 students in the next few years, taking on the portable classrooms and similar issues of overcrowding. Waldorf: ‘The good news is that we always prevail’ Continued from Page 1A “Yes we were surprised and disappointed that we did not get awarded funding for our state application the first time around,” Julie Garver, the housing development director for Innovative Housing, said in an email. “However, the fund- ing is extremely competitive, and it often takes a couple of tries to get funded through this source.” The state uses a variety of criteria to evaluate competing applications, including census data that compares a commu- nity’s ratio of affordable hous- ing supply and the number of people below a certain income level with other rural commu- nities, she said. “It is difficult to get a good snapshot of what a community is really struggling with by using this calculation,” Garver said. “What if people work- ing in an area can’t live there due to lack of housing? The organization develops multi- family and low-income apart- ment buildings in Oregon and Washington state. “The good news is that we always prevail,” Garver added, “even if it takes a little longer.” For now, Estes and city staff will work to get a bet- ter understanding of how the state measures housing needs. Estes and city councilors hope a housing study organized by the county could provide more evidence to convince the state to change its mind about the Waldorf project. The hous- ing study, intended to pro- vide cities with a better under- standing of housing needs, is expected to wrap up by the end of the year. Garver told the city’s His- toric Landmarks Commission last May that it could take some time for the Waldorf project to get off the ground. The sale of the Waldorf to Innovative Housing didn’t close until late last year. The Waldorf, also known as the Merwyn Hotel, had been targeted for demolition when the city considered expand- ing the Astoria Library. Pres- ervationists argued against the decision and the City Coun- cil has since voted to renovate the library within its existing footprint. But senators then plunged into their initial opportu- nity to publicly question him in what was expected to be a marathon day of examination.
