5A THE DAILY ASTORIAN • MONDAY, JULY 9, 2018 WORLD IN BRIEF Trump enjoys ‘suspense’ ahead of Supreme Court announcement Associated Press Jubilation as 4 more boys rescued from flooded Thai cave MAE SAI, Thailand — Eight of the 12 boys trapped in a flooded and labyrinth cave system in far northern Thailand are safe and recuperat- ing in a hospital after another four were brought out by divers on the second day of a high-stakes rescue operation, a top official said. The boys brought out of the dark, winding cave today are “safe and conscious,” said Chi- ang Rai province acting Gov. Narongsak Osa- tanakorn, who is in charge of the rescue effort. Prime Minister Prayuth Chan-ocha was visiting all eight in the nearby hospital that they were taken to by helicoptered. Today’s operation took nine hours, two fewer than Sunday, with rescuers helped by the experience they’ve accumulated, Narongsak told a news conference punctuated with rounds of applause. But rescuing the remaining five people, which includes the boys’ 25-year-old soccer coach, could take more than one operation, Narongsak said. The urgent and dangerous effort has involved the boys diving through the cave’s tight and twisting passages, guided by experi- enced divers. Authorities have been rushing to extract the boys, ages 11-16, and their coach from the cave as the annual monsoon bears down on the mountainous region in far northern Chiang Rai province. Workers have been laboring around the clock to pump water out of the cave, and authorities said today that heavy downpours overnight did not raise water levels inside. The boys and their coach went exploring in the massive Tham Luang Nang Non cave on June 23 after a soccer practice, and were cut off when a rainstorm flooded the cave. A massive international search operation was launched and it took 10 days to locate the boys, who had taken shelter on a dry slope deep in the complex. ACLU says US will miss deadline to reunite migrant families SAN DIEGO — The American Civil Liber- ties Union said it appears the Trump administra- tion will miss Tuesday’s court-ordered deadline to reunite scores of young migrant children with their parents. The ACLU said late Sunday that the administration provided it with a list of 102 children under 5 and that it “appears likely that less than half will be reunited” by the deadline. The Justice Department asked U.S. District Judge Dana Sabraw for more time last week, but the judge on Friday did not grant a blanket extension, saying only that he would consider certain exceptions. He told the two sides to dis- cuss possible exceptions and report back to him today. Rescuers search for dozens still missing after Japan floods HIROSHIMA, Japan — Rescuers in southwestern Japan dug up more bodies today as they searched for dozens still missing after heavy rains caused severe flooding and left residents to return to their homes unsure where to start the cleanup. More than 100 people were confirmed dead in the disaster. At a hospital in Mabi town, about 300 patients were temporarily trapped inside, but all had been safely airlifted by emergency rescue workers by early today. The Japan Meteorological Agency said as much as 3 inches of rain per hour fell on large parts of southwestern Japan. All rain warnings have been lifted. Authorities warned that landslides could strike even after the rain subsides. Destructive California wildfire crosses into southern Oregon LOS ANGELES — Firefighters continued to build containment around several destruc- tive wildfires burning in California, though one stubborn blaze in the northern part of the state grew significantly and crossed the border into Oregon. Flying into Kabul after visiting Vietnam, Pompeo made the appeal in meetings with Afghan President Ashraf Ghani and Chief Executive Abdullah Abdullah. “The United States will support, facilitate and participate in these discussions,” Pompeo later told journalists, stressing that any talks would be “Afghan-led and Afghan-owned.” However, it remains unclear how the Taliban will take such an offer after nearly 17 years of war. The U.S. invaded Afghanistan following the Sept. 11 terror attacks by al-Qaida, which the Taliban government at the time had harbored. Since then, the insurgents have repeatedly rejected such calls, demanding direct talks with the United States. Afghan President Ashraf Ghani had extended a recent holiday cease-fire in hopes of encouraging the militants to come to the bargaining table, but the Taliban rejected the offer and resumed attacks. The Taliban have seized control of several districts across the country in recent years, and launch near- daily attacks, mainly targeting security forces. An increasingly powerful Islamic State affiliate has also stepped up attacks in recent months. Ghani praised the Trump administration’s South Asia strategy, which included sending more American forces and pressuring neighboring Pakistan to do more to stop militants. SCHEDULE THE DAILY ASTORIAN A The blaze on the California-Oregon state line known as the Klamathon Fire grew to 55 square miles and leapt into Oregon overnight. It was 25 percent contained. The fire, one of many in the drought- ridden U.S. West, killed one person in their home and destroyed 72 structures, including houses. It also injured three firefighters, including one who had severe burns to his face, accord- ing to a Gofundme page that raised more than $28,000 for him in less than 24 hours. The Cal Fire firefighter, Brandon Feller, was injured battling the blaze the day it broke out on Thursday but was making a strong recovery, according to the page. More than 2,300 firefighters continued to fight the fire Sunday amid low humidity and strong winds. Crews were hoping to keep it from jumping a river and threatening additional communities. “They made some really good headway on holding the fire so we’re just hoping we can keep it there,” said Suzi Brady, a spokeswoman for the crews fighting the fire. A 500-acre wildfire flared up Sunday night and temporarily shut down Interstate 580 at the Altamont Pass, which is about 40 miles east of Oakland. The Alameda county Fire Department said westbound lanes reopened after about an hour. WASHINGTON — President Donald Trump is going down to the wire as he makes his choice on a replacement for retiring Supreme Court Jus- tice Anthony Kennedy, but he says with his final four options “you can’t go wrong.” Trump spoke to reporters Sunday afternoon before returning to Washington from a week- end at his private golf club in New Jersey, where he deliberated his decision amid furious lobby- ing and frenzied speculation. Relishing the sus- pense, Trump insisted he still hadn’t locked down his decision, which he wants to keep under wraps until an announcement at 9 p.m. tonight from the White House. While Trump didn’t name the four, top con- tenders for the role have included federal appeals judges Brett Kavanaugh, Raymond Kethledge, Amy Coney Barrett and Thomas Hardiman. The White House has been preparing information materials on all four, who were part of a longer list of 25 names vetted by conservative groups. Republican Sens. Lindsey Graham of South Carolina and Roy Blunt of Missouri said Sunday that they believe any of the top four contenders could get confirmed by the GOP-majority Senate. “They’re good judges,” Blunt said on NBC’s “Meet the Press.” He added: “I think they’d be fine justices of the Supreme Court.
