Researchers also plan to take blood and fecal samples, which will be used to analyze what the birds eat and whether the colony on Haystack Rock is genetically unique from other tufted puffins. Answering these questions will bring the U.S. Fish and Wildlife Service closer to fig- uring out why the puffin pop- ulation on Haystack Rock has dropped from 368 in 2010 to the just over 100 today. Researchers are also hop- ing this information can build a case for listing the tufted puffin as endangered in Ore- gon. The listing would help the bird qualify for more research funding, which ultimately could help save the dwindling population, Stephensen said. The Washington Department of Fish and Wildlife voted to put the puffin on the endan- gered species list three years ago. With funding in place, the next challenge will be physi- cally attaching the transmitters and collecting the samples. But it’s a labor of love Ste- phensen is ready to take on, as he is hoping this will be the first of several projects. “This will be instrumental in getting the puffin listed,” he said. Future research will take more money, however, a chal- lenge the Friends of Haystack Rock will continue to take on, Board President Stacy Bene- field said. “This is something new for us,” Benefield said. “We’ve never funded research like this before. We hope to keep partic- ipating to protect our puffins.” Underwood said the board is working with the Audubon Society and other environmen- tal groups to try and sell more sweatshirts outside of the local area. “I’m really happy this has generated a lot of enthusiasm,” Underwood said. “Now, we need to extend our reach.” PAC: ‘It’s more of a get out the vote campaign’ Continued from Page 1A A facilities committee has recommended a $70 mil- lion bond to build a new three-story classroom wing at Astoria Middle School, a 50-year-old campus relatively untouched by the 2000 bond, while modernizing infrastruc- ture and enhancing campus security throughout the school district. The school board will likely vote in July to go out for the bond in the November election. Craig Hoppes, the superin- tendent in Astoria, said the new taxes from the bond would not take effect until the district’s previous bond expires. He estimated the new bond could increase the taxes of district residents by $1 per $1,000 of assessed property value. Oser said there appears to be support for the new bond, but that boosters will focus on winning over younger voters to augment the older voters who usually dominate elections. “It’s more of a get out the vote campaign than a go out and change people’s minds campaign,” Oser said. The political action com- mittee will look to raise between $20,000 and $25,000 to fund advertisements and other activities, he said, while gathering a core group of volunteers. The school district recently polled potential voters. While they generally supported the district and a bond, there was a lack of understanding around the issues facing the mid- dle school, the district’s high- est-priority need. The school, built on filled-in land, has faced settling and cracks in the foundation. Staff have com- plained of undersized, anti- quated classrooms, many with- out windows. There will be tours, pho- tos and video to publicize the issues with the middle school, and how a modernized class- room wing with more natural light and better ventilation can help improve academic perfor- mance, Oser said. “A capital bond like this is really the only mecha- nism we have to improve the learning environment and the physical plant,” Oser said. “There’s no money to do more than the most ordinary sort of maintenance.” Wa r r e n t o n - H a m m o n d School District is preparing for a $32.4 million bond measure in November. Mark Jeffery, the superintendent in Warrenton, said there have been conversa- tions of a political action com- mittee but no PAC has formed. immediately, said Assistant City Engineer Cindy Moore. ODOT’s evaluation also included a number of recom- mended repairs and improve- ments to keep the bridges open. The city is evaluating the cost of doing these interim fixes before a massive, two- year bridge replacement proj- ect begins in October, Moore said. The Seventh, Ninth and 11th Street bridges were already set to be closed begin- ning Oct. 1 for the replace- ment project. The city had planned to keep these bridges open until that date to reduce the impact on residents, visi- tors and nearby businesses. Construction on the bridges at the end of the even-numbered streets was not going to begin until 2019, but if ODOT sees more vio- lations of the load limit, the city might have to begin deal- ing with those bridges sooner than planned. Moore said the city is looking at ways to keep the even-numbered bridges open for another year even if they have to close the other bridges early. But, she wrote in a let- ter to stakeholders, “load limit violations will be a detriment to this effort.” For now, the Public Works Department has asked Astoria police to increase patrol and enforcement for load limit violations. Staff also alerted stakeholders and businesses, reminding them that deliv- ery vans and trucks are not legally allowed to drive over the waterfront bridges. Signs warning about the load limit restrictions have been in place for a long time, but the city added bright orange flags to one on 11th Street to make it even more visible. Moore and Public Works Director Jeff Harrington plan to discuss options and recom- mendations with the Astoria City Council next month. The 11th Street waterfront bridge — the natural deliv- ery route to serve a number of nearby businesses, includ- ing Sears — has been an espe- cially problematic site, and where most load limit viola- tions seem to occur. Delivery vehicles with stops near the base of the street don’t have much room to turn around and often will just make the right turn across the bridge to go up a narrow one-way street, coming out at 12th Street to make a right turn back onto Marine Drive. The businesses say they have come up with differ- ent ways to try to avoid hav- ing delivery drivers cross the bridge. JP Plumbing is con- sidering asking the city to remove several parking spots on the street to give deliv- ery drivers more room to maneuver. Since hearing from ODOT, the city is looking at ways to improve vehicle circulation, Moore said. Each business has its own unique scenario for what the city says will be a temporary situation. Once the bridges are replaced, the load limit will be high enough to accommodate delivery vans and trucks again. The load limit restric- tions do not affect the Asto- ria Trolley, which runs on tracks along the riverfront and crosses all six waterfront bridges. The trolley trestle is a separate — yet connected — structure, Moore said. A con- sultant is evaluating the trestle and will make recommen- dations for improvements to keep it operating. The gunman attempted to get a car, and when he failed, he moved to another, screaming at the driver. He then shot two times into the driver’s side of the vehicle. When the driver would not or could not respond to his threats, he began to travel in the direction that I thought my fam- ily to be. “It was at this point that I left cover and moved to intercept the gunman. When the gun- man began threatening another person for the use of their car, I moved in order to have a safe shot at the gunman. He entered the vehicle, which I considered to be an even bigger threat, and I fired to stop the shooter. After being hit, the gunman tried to exit the vehicle and fell to the ground. I moved to clear the gunman, yelling to him to drop the gun and show me his hands. I determined the gunman was incapacitated and unable to respond to me at that time. “It was then that I heard somebody associated with the previous gunshot victim yelling for help that her friend or hus- band had been shot.
