Visitors will get a tour of the store and instruction on how to use the app. Grand opening celebra- tions will continue for the coming week. Walmart’s arrival has divided opinions locally. Many people are excited by the addition of another national retailer, while others lament the potential threat to local business. Clatsop Residents Against Walmart, a group formed in 2010 to oppose the retail- er’s move to Warrenton, had sued the U.S. Army Corps of Engineers in federal court after the agency granted a permit for the store’s devel- oper to fill in .37 acres of wetland. The case and a sub- sequent appeal were both dismissed. Karl Anuta, the group’s lawyer, said the group is mulling whether to file a petition and have the case heard again. The big change will be more seafood items such as fish tacos, fish and chips and chowder. Custard King dates back to the early 1950s. Paul and Susan Brost operated the restaurant from 2000 to 2015. They sold the business to a partner- ship including Greg Glover, owner of Commercial Astoria; Franz Spielvo- gel, owner of Laughing Planet Cafe; and David Demers, a real estate agent in Port- land. The partners restored the purple and pink facade and sign to its current navy blue, white, gray and antique yellow theme. They added new menu items and a custom custard recipe from Spielvogel’s chef at Laughing Planet. But managing the business from afar while running other operations was chal- lenging, Spielvogel said. Connor and the Gerlitzes plan to mostly run the restaurant themselves, with the help of close family members and one or two employees. If no settlement is reached in the main case, many juris- dictions — including the Ore- gon counties — may return to resolve their specific com- plaints in federal courts within their home states. “This is really just sort of an early organizational approach,” Rose said. “If there is a national resolution, it’s about making sure our coun- ties have a seat at the table.” ‘Post to post’ Duncan, who has been practicing medicine since the mid-1970s, said prescription levels have ebbed and flowed throughout his career. Beginning in the 1960s, state medical officials would suspend or revoke licenses for doctors who prescribed rela- tively small amounts of opi- oids. He cautioned though, against a repeat of the “moral panic” he witnessed in the early days of his career. More important, though, will be partnerships between public, private and nonprofit interests on outreach such as needle exchange programs and mental health treatment. That would require a compre- hensive plan involving many community groups, Morrow said. “Stemming the tide of this is not going to be the result of any policy change,” she said. “There has to be a pre- scribed way of dealing with this. We’re trying to connect the dots and collect the infra- structure that is needed for treatment.” The complex litigation cur- rently concentrated in Ohio may, depending on damages awarded and precedent set, connect some of those dots. “The lawsuit, wherever it’s going, will demonstrate this issue’s complexity,” Duncan said.
