PROPERTY DESCRIPTION Approximate 0.22 acres, located in the Astoria Central Business District, on Marine Drive between 15th and 16th Streets, adjacent to the River Trail and riverfront trolley line. Property owned by City of Astoria and has an existing approximate 2,300 square foot paved parking area. Site located within Downtown National Register Historic District and adjacent to properties designated historic. PROJECT ASHA has obtained approval from the City of Astoria to construct a Scandinavian Heritage Park on the site. ASHA has developed an initial design idea for the Park which may be refined, and/or a new de- sign may be submitted for consideration. Project product shall include the development of a schematic design for the site, including cultural features, interpretive signage, visitor amenities, and landscaping. In addition, final product shall include at least two renderings of the Park; design and product sources for various feature aspects; cost estimate for construction of the site and various features for potential phased construction of the Park; and attendance and presentations at ASHA, City Council, and one other City commission meeting as needed. A proposal to provide engineered plans for construction shall be quoted as separate figures in the proposal and may not be included in final contract award de- pending on project funding secured at the time of contract award. ASHA and City input will be sought to aid in determining final design. Design will require public review and approval of Astoria City Council and multiple other City Commissions. Work may commence on August 1, 2018 after contracts are signed. Plan design documents shall be presented to ASHA for consideration no later than October 24, 2018 with final approved plans complete by February 1, 2019. Construction will occur once funding is secured. PROPOSAL CONTENT Proposal must contain elements described below. Five complete hard copies of the proposal and one digital pdf of the proposal are required. *Interest, Experience and Capability of Firm: Identify the principals proposing to manage and com- plete project. Provide examples of previous projects of similar nature completed by the entity or princi- pals. Identify project architects/planners and any others contributing significantly to project design and development. Project team members shall be licensed to operate in the State of Oregon. *Schedule: A tentative site visit, community meeting, and final presentation schedule to ASHA is required. Additional review and presentations to City committees will be scheduled after ASHA pre- sentation. Work may commence on August 1, 2018 after contracts are signed. Plan design documents shall be presented to ASHA for consideration no later than October 24, 2018 with final approved plans complete by February 1, 2019. *Fee Proposal: Any response to the request shall propose a fee for services. SELECTION PROCESS AND SCHEDULE ASHA will evaluate all firms who submit qualifications on time. One or more of most-qualified respon- dents may be asked to participate in interview process. In selecting a firm, ASHA will consider the firm’s qualifications and experience, proposed fee, and ability to perform in timely manner. Consid- eration may be given to firms with experience working with Scandinavian designs and projects.
