The natural resources program would incorporate those classes as supports to the hatchery, Heyen said. Astoria is focused on creating a natural resources career pathway that incorporates the student-run hatchery, along with plant and ani- mal sciences. “We’re trying to take a hybrid of classes with marine sciences as well as industrial arts and agricul- ture,” said Astoria High School Principal Lynn Jackson. The school district’s wood shop teacher, Dan Foss, will soon retire after more than 30 years. The district is looking to replace him with a industrial arts and agri- culture teacher, while expanding the high school’s wood shop to include more construction equip- ment, taking students from small carpentry projects to learning con- struction trades, Jackson said. The high school is also look- ing to expand its greenhouse to allow students to grow plants for sale, and would establish a Future Farmers of America club the dis- trict hasn’t had since budget cuts in the late 2000s, Jackson said. Students who go through the pro- grams would also be strong candi- dates for Clatsop Works, the coun- ty’s new internship program. In addition to natural resources, Warrenton is looking to start a graphic design career path- way. Students in Vollner’s class learn the ins and outs of editing photos and creating infographics. Vollner sees the graphic design program adding increasingly com- plex courses as students advance, culminating in a student-run press. “What I’d like these kids to do is be ready for upper collegiate classes or to work for a printing press,” Vollner said. Seaside, home of a competi- tive culinary arts team, is trying to create a related career pathway by next year. Knappa is also trying to start a career pathway in forestry. With all the school districts around the state pursuing career pathways, the additional funding from the state could be negligible, Jackson said. But behind all these efforts is providing students more options to explore before they leave high school, while helping solve the structural underemployment caused by the workforce not hav- ing the right skills for in-demand jobs, he said. I don’t think we’re going to be penalized by taking a little more time to look at it.” Sullivan voted against the pro- posal along with Commissioner Lianne Thompson, who said the decision of what to do with the surplus land is “a good problem to have.” “I’d like to have us take a fuller look, a deeper look, because the first impulse is to say, ‘Yeah, let’s do that,’” Thompson said. “On the other hand, if we step back and consider, we might get better benefit.” But the county housing study will not be completed for at least another six months, Moore said. “I’m guessing there are peo- ple out on the street that think time would mean an awful, awful lot,” Moore said. “We certainly could wait, but, I mean, I think there are people that probably would say, ‘Hey, you could help me now. Why didn’t you do it?’” The fund is the latest idea the county has proposed to tackle homelessness and low-income housing woes. Last year, the county — based originally on an idea pitched by Sullivan— donated a dilapidated Alderbrook home to Community Action Team and Clatsop Com- munity Action, two nonprofits that help low-income residents. We’re offering jobs on the coast out here, but people need a place to live.” While it’s unclear how much the homelessness fund would expand, foreclosed property sales would likely be the primary source of its growth. “It’s a great thing, and I think its a model for other communi- ties,” Evans said. Commissioner Lisa Clement was absent from the meeting and unable to cast the tie-breaking vote Wednesday. Because the proposal did not receive a majority, it is tabled indefinitely. But Lee, the board’s chairman, said it will be placed on a meeting agenda again soon. “This will come up again,” Lee said after the meeting, “and next time we’ll have the votes.” Calvin-Pederson declined to answer whether she would take either position under the pro- posed restructuring. But her husband, Cory Ped- erson, the Jewell music instructor, said Wednes- day that she would no longer be the teacher if the proposal goes through. He asked for the school district to include the community and find a solution that would save the strings program. Several of Calvin-Pederson’s students testi- fied about her influence and the importance of having a string specialist. Violinist Julie Foss, a junior at Astoria High School, said she has been playing nine years with Calvin-Pederson. “The plan for next year makes that strings position undesirable, which would take away this beautiful program from a lot of students who care about it,” Foss said. Several music leaders, including Liberty Theatre Director Jennifer Crockett and the North Oregon Coast Symphony’s Charlene Larsen and Glenn Thomas, came out in support of Calvin-Pederson and urged the school board to consider the effect on the community of los- ing a strings program. One parent, however, took issue with how she said children are being used as pawns by Calvin-Pederson. “My children’s job is to learn, not to fight for a teacher’s preferred schedule or medical bene- fits,” Kallie Linder said. The school district has argued the restruc- turing is needed to make scheduling of core subjects less dependent on the travel of music teachers. The school district employs the equiva- lent of four full-time music instructors split between four schools. John Jacob Astor Ele- mentary School has one general music instruc- tor, Jeanine Van De Grift. Lewis and Clark Elementary School shares two teachers, Cal- vin-Pederson and band teacher Jeremy Johnson. Calvin-Pederson, Johnson and choir teacher Matthew Pierce each split time between Astoria Middle School and Astoria High School teach- ing their specialties. A recommendation by the district would add the equivalent of half a full-time teacher to the music staff. Lewis and Clark would have a ded- icated general music teacher, the same as Astor. Full-time band and choir teachers would be split between the middle and high schools. A part-time orchestra instructor would split time between the middle and high schools, no longer visiting Lewis and Clark. Astoria Superintendent Craig Hoppes, responding to audience calls Wednesday to explain the recommendation, said it’s difficult to schedule 90 minutes of daily reading for stu- dents at Lewis and Clark as recommended with the schedules of music teachers. The district also has a flourishing band program and needs to redirect Johnson’s time to the middle and high schools, he said. “Angela’s a great teacher, but I need solu- tions,” Hoppes said. “Because you know that I have 90 minutes of reading block that I have to get, and I will get it one way or another.” Hoppes is more than willing to take another look at solutions to accommodate the strings program and reading requirements, but there has to be some give-and-take, he said. School board members said they are not try- ing to damage the music program. Board mem- ber Jenna Rickenbach said that while kids need the 90-minute reading block, she also sees peo- ple’s concerns that a part-time strings position would make it difficult to have a sustainable strings program. “We will probably go back to the drawing board,” said Jeanette Sampson, the board chair- woman, who became emotional in response to the testimony on behalf of Calvin-Pederson.
