Associated Press Parents arrested after children found chained in house PERRIS, Calif. — A 17-year-old girl called police after escaping from her family’s home where she and her 12 brothers and sisters were locked up in filthy conditions, some so malnour- ished officers at first believed all were children even though seven are adults. The girl, who was so small officers initially believed she was only 10, called 911 and was met by police who interviewed her and then went to the family home in Perris, about 70 miles southeast of Los Angeles. They found several children shackled to their beds with chains and padlocks in dark, foul-smelling sur- roundings, according to the Riverside County Sheriff’s Department. The children, ages 2 to 29, “appeared to be malnourished and very dirty,” according to a news release announcing Sunday’s arrest of the parents. “The victims were provided with food and beverages after they claimed to be starving.” David Allen Turpin, 57, and Louise Anna Turpin, 49, each were held on $9 million bail and could face charges including torture and child endangerment. It wasn’t immediately known if they had attorneys. They were scheduled to appear in court Thursday morning. State Department of Education records show the family home has the same address as Sand- castle Day School, where David Turpin is listed as principal. In the 2016-17 school year it had an enrollment of six with one student in each of the fifth, sixth, eighth, ninth, 10th and 12th grades. The family moved to Southern California in 2011 from Johnson County, Texas, near Dallas, according to property records. The Turpins filed for bankruptcy that same year, stating in court documents they owed between $100,000 and $500,000. At that time, Turpin worked as an engineer at Northrop Grumman and earned $140,000 annually and his wife was a homemaker, records showed. Manhunt after leading Kosovo Serb politician gunned down MITROVICA, Kosovo — A leading Serb politician in northern Kosovo was gunned down this morning, an attack that raised ethnic ten- sions in the Balkans and prompted the suspen- sion of EU-mediated talks between Kosovo and Serbia. Assailants opened fire on Oliver Ivanovic, 64, close to the offices of his political party in the Serb-controlled northern city of Mitrovica. He was taken to a hospital but doctors were unable to save him. The assailants escaped in a car that was later found burned out. Kosovo police sealed off the area of the shooting and began a manhunt for the attackers. Ivanovic was one of the key politicians in Serb-dominated northern Kosovo, a former Ser- bian province where tensions still remain high a decade after it declared independence in 2008. Serbia does not recognize that independence. Ivanovic was considered a moderate who maintained relations with NATO and EU offi- cials even after Serbia lost the control of its for- mer province following NATO’s 1999 bombing to stop a deadly Serb crackdown against ethnic Albanian separatists. Ivanovic, who was married with three chil- dren, had enemies both among Kosovo Alba- nians and nationalist Serbs because of his mod- erate policies. A Kosovo court had convicted Ivanovic of war crimes during the 1998-99 war. That verdict was overturned and a retrial was underway. Pope Francis begs forgiveness for ‘irreparable’ harm from sex abuse SANTIAGO, Chile — Pope Francis begged for forgiveness today for the “irreparable damage” done to children who were raped and molested by priests, opening his visit to Chile by diving head-first into a scandal that has greatly hurt the Catholic Church’s credibility here and cast a cloud over his visit. Francis faced controversy on another front as well: Overnight three more Catholic churches were torched, including one burned to the ground in the southern Araucania region where Francis will visit on Wednesday to meet with Chile’s indigenous peoples. While not causing any injuries, the nine church firebombings in the past few days have marked an unprecedented level of protest against history’s first Latin American pope on his home turf. In Santiago, though, an estimated 400,000 jubilant Chileans turned out in droves for his first public Mass, a massive gathering in the capital’s O’Higgins park where St. John Paul II celebrated Mass three decades ago. Before the service began, Francis took a long, looping ride in his popemobile through the grounds to greet well-wishers, some of whom had camped out overnight to secure a spot. In his first event of the day, Francis met privately with Chilean President Michelle Bachelet and addressed lawmakers, judges and other authorities at La Moneda palace. They interrupted him with applause when he said he felt “bound to express my pain and shame” that some of Chile’s pastors had sexually abused children in their care. Francis didn’t refer by name to Chile’s most notorious pedophile priest, the Rev. Fernando Karadima, who was sanctioned in 2011 by the Vatican to a lifetime of “penance and prayer” for sexually molesting minors. Nor did he refer to the fact that the emeritus archbishop of Santiago, a top papal adviser, has acknowledged he knew of complaints against Karadima but didn’t remove him from ministry. House panel interviewing Bannon after fall from power WASHINGTON — Steve Bannon, the one- time close confidant to President Donald Trump, arrived early today for his interview before the House Intelligence Committee. His interview follows his spectacular fall from power after being quoted in a book that he sees the president’s son and others as engaging in “treasonous” behavior for taking a meeting with Russians during the 2016 campaign. Prosecutor Jakob Buch-Jepsen called the case “very unusual and extremely disturbing.” Madsen, 47, is charged with murder, dis- memberment and indecent handling of a corpse for the way he disposed of Wall’s body. He is also charged with having sexual relations with Wall, 30, of a “particularly dangerous nature” before she was killed. The charges were made public by the Danish prosecution authority. Buch-Jepsen said the killing was premed- itated. Prosecutors will urge that Madsen be sentenced to life in prison, or be locked up in a secure mental facility if deemed necessary by psychiatrists for as long as he’s considered sick and dangerous to others. Madsen and Wall had gone on a trip in Mad- sen’s submarine on Aug. 10. Wall, who was working on a story about Madsen, was last seen aboard the vessel as it left Copenhagen. The next day, Madsen — an entrepreneur who once dreamed of launching a manned space mis- sion — was rescued from the sinking subma- rine without Wall. Police believe he deliberately sank the vessel. Bannon apologized a few days later, but was stripped of his job leading the pro-Trump news VANCOUVER, British Columbia — Secre- tary of State Rex Tillerson huddles today with nations that fought on America’s side in the Korean War, looking to tighten the economic noose around North Korea over its nuclear weapons even as hopes rise for diplomacy. The 20-nation gathering on Canada’s west- ern coast comes days after a mistaken missile alert caused panic on Hawaii, a stark reminder of the fears of conflict with the North after a year of escalating tension. The meeting in Vancouver, hosted by Tiller- son and his Canadian counterpart Chrystia Free- land, was called before the recent start of talks between North and South Korea, the first in two years. The North restored a military hotline and agreed to participate in the Winter Olympics being hosted in February by the South, a close U.S. ally. President Donald Trump has also signaled openness to talks with North Korea under the right circumstances. Despite the insults and blood-curdling threats he’s traded with its leader Kim Jong Un, he suggested in an inter- view that the two leaders could have a positive relationship. But Kim, widely viewed as seeking to drive a wedge between the U.S. and South Korea, shows no sign of making concessions toward Washington as his totalitarian government comes close to perfecting a nuclear-tipped mis- sile that could strike the United States.
