Fastabend Vancouver, Washington Dec. 25, 1933 — Dec. 24, 2017 Col. Robert Edward Fastabend (ret.), 83, chief of staff for the Oregon Army National of Vancouver, Washington, passed away on Guard. Scott Randall Merkley passed away on Dec. 23, 2017, in the comfort of his home, and in the company of his devoted and loving partner, Nick Poepping. Scott was born Thomas Scott Randall on Aug. 28, 1947, in Longview, Washington. His father was Melvin Randall and his beloved mother was Joy Jamieson Merkley. Scott was raised in the towns of Eureka and Terra Linda, California, where he graduated from high school in 1965. He went on to serve in the Navy for four years, which took him to Spain, Cyprus and Israel. After his service, Scott served in the San Francisco Police Department before a long and varied career in hospitality.
