In one case, he recalls waiting 45 minutes before an ambulance could treat some- one with dangerously low blood pressure. Medix Operational Man- ager Duane Mullins said there is always at least one ambulance stationed in Seaside and Asto- ria. While he considers response times over 10 minutes to be the minority, the reality is the far- ther calls are from those nodes the longer the response time. “Someone living in Elsie is not going to get the same response than someone in Sea- side living across the street from McDonald’s,” Mullins said. “I think trying to add a couple more people is smart. Fire departments don’t respond to fires anymore; they respond to medical calls.” But with Benedict as the only paramedic on staff and volunteer firefighters hav- ing varying degrees of emer- gency medical technician cer- tifications, this can leave first responders without advanced life support for minutes in a field where seconds count. “Bringing on two fire- fighter paramedics on alternat- ing 12-hour shifts would mean we could have someone with the right skills respond no mat- ter what,” Benedict said. “You just can’t predict when you are going to be responding to these kinds of calls.” Like many fire depart- ments across the country, recruiting and retaining vol- unteers is a challenge. The number of volunteers has been slowly declining over a num- ber of years, from about 30 to 18 who respond on a regular basis. It’s a problem reflected in Cannon Beach’s citizen sur- vey, where positive ratings for fire services dropped by 5 per- cent from last year. Benedict attributes vol- unteer retention issues to the heightened training required by the state that can demand more time. The lack of afford- able housing in Cannon Beach also makes it hard to find vol- unteers who can afford to live in the district they serve. To address the challenges, the recruitment and retention specialist would figure out what resources are available to solve the problem. The spe- cialist would explore differ- ent community partnerships in the hopes of expanding the program. With residents juggling the bond passed in 2016 to pay for the new Seaside school cam- pus, as well as a levy to pay for a firetruck, Benedict said he is exploring other fund- ing options to limit the cost to taxpayers. The fire district is also dis- cussing whether to ask the city to raise the lodging tax as sup- plemental funding. “A majority of our responses are for individuals that do not pay property tax and are from out of town,” Benedict said. If the board doesn’t sup- port the higher levy, the orig- inal fire chief levy, which would just pay for the chief’s salary and expenses, would be back on the ballot. It’s enough to operate with for now, Ben- edict said. But eventually, he believes these needs will have to be addressed. “What price do you put on a life?” Benedict said. “On a $100,000 house, you are paying $35 a year. A vibratory hammer will be used to install the transmission tower foundations, which is also disturbing to cattle due to the region’s soft, spongy soil, he said. “They’ve offered us almost nothing as far as compensation for a pretty big impact,” said Mizee. Forestland will also be negatively affected by the transmission line, which will require trees to be cleared along a right-of-way, said La Follette. A 115-kilovolt transmis- sion line would usually require a 100-foot wide right of way, but in this case, it may be nar- rower under certain circum- stances, according to the Til- lamook Public Utility District. Landowners are also con- cerned about the health impacts to themselves and their live- stock from being exposed to electromagnetic emissions, La Follette said. In 2008, the Tillamook Public Utility District agreed to find possible connection points for a offshore wind energy project to deliver elec- tricity to its grid. While that memorandum of agreement has since expired, it shows the utility district is at least open to the possibility of offshore renewable energy, La Follette said. Todd Simmons, the utility district’s general manager, said the agreement with a devel- oper was intended to allow the region to anticipate and plan for offshore energy. However, the utility district doesn’t now have any plans to connect to such offshore proj- ects, Simmons said. Currently, a single distri- bution line serves about 3,000 properties in the Oceanside area, which is three times more prone to outages than other areas on the utility district’s grid, he said. “When that line goes out, everybody’s out of power until we make that repair,” Sim- mons said. “We’re vulnerable with that one line.” The distribution line is also at 90 to 95 percent electrical load capacity, so more capac- ity is needed to accommodate Oceanside’s eventual growth, he said. Simmons said the federal Centers for Disease Control and Prevention has not found transmission lines to cause adverse health effects, and stray voltage won’t be an issue. The electric pressure on a transmission line is so strong that it’s unlikely to leak elec- tricity, unlike distribution lines, which have lower elec- trical pressure, he said.
