Darlene Warren, board chairwoman of the Warren- ton Warming Center, has another theory. It’s been too warm. People aren’t step- ping outside, feeling the chill, and thinking, “I’d hate to have to sleep outside tonight if I were homeless.” “I think we’re so early in the season,” Warren said. Over the past year, how- ever, the Warrenton center’s list of volunteers has dwin- dled and few people have stepped up to replace those who have stepped down, she said. Still, she said, “I think it’s always been an issue, so it’s hard to say.” The decision to close the warming center in Astoria Saturday was hard and dis- couraging, Parkison said. The homeless the cen- ter serves “make their plans every day on what their resources are and then to take that away from them … there were a lot of stunned people. I could see that in their faces,” Parkison said. But he concluded it was better to have to close for a night early in the season than later, when the days are consistently chilly. Hunting: Number of elk hunting permits were cut drastically in Washington Continued from Page 1A Officials won’t know how effective their efforts will be until hunting season ends in January and hunters submit reports saying how many deer they killed. Colorado, Idaho, Oregon, Utah and Washington state also imposed hunting limits to help isolated wildlife herds recover from the winter. Deer were hit hardest in most of those states, while Washing- ton had severe losses among several of its elk herds. In southern and central Idaho, last winter’s fawn sur- vival rate was just 30 per- cent, prompting a reduction in deer hunting permits to help herds boost their num- bers, said Mike Keckler, spokesman for the Idaho Fish and Game Department. “We’re trying to bring them back up,” he said. And in Washington, the number of elk hunting per- mits was cut drastically in some parts of the state where elk died in droves, said Brock Hoenes, statewide elk specialist with the Washing- ton Department of Fish and Wildlife. The area of Wyoming where Clark takes hunt- ers is known as one of the best places in the world to hunt mule deer, state Game and Fish spokesman Renny MacKay said. He added that the decision to limit permits was difficult for state offi- cials to make. Clark said his business will survive the downturn but that his future guiding hunt- ers is uncertain if wildlife managers reduce the num- ber of mule deer hunting per- mits for nonresidents again next year. “Otherwise, none of us are going to have any deer hunters,” he said. This trend, paired with very little developable land, makes affordable housing a chal- lenge. Bartl suggests reduc- ing the city’s parking require- ments as a way to entice more developers to build. “This is not a unique prob- lem. Parking takes up a lot of land, and it drives up cost for the developer. The require- ments are excessive, and if you are using that land for parking, that’s land you aren’t using for housing,” Bartl said. The issue of park- ing requirements hindering affordable housing has been a topic of discussion in cities across the country, including Portland and Eugene. A study by the Victoria Transport Pol- icy Institute in British Colum- bia found that one parking space per affordable hous- ing unit increases costs by approximately 12.5 percent, which eventually translates into higher rent. It also found the demand for parking in affordable housing complexes surveyed was 50 percent of what most cities required. While the study mostly considered urban areas, Bartl argues these impacts are sim- ilar in Cannon Beach. Bartl surveyed how many parking spots were occupied at Shore- wood Apartments and Elk Creek Terrace – the two sub- sidized housing complexes in town – and found on average 80 percent of all of the park- ing was occupied by residents. Bartl is also asking the city to raise building height requirements from 28 feet to 32 feet in the R3 zone — the zone that permits multifamily housing. Because hotels are already permitted to be built to 32 feet, he argues most peo- ple would not notice a visual difference. His last proposal would allow developers to build multifamily housing on land zoned for commercial. So we do want to look at our code to see if we have any roadblocks that make it harder for them to create affordable housing.” During Bartl’s testi- mony, many planning com- missioners had reservations about the changes, and ques- tioned the city’s role in creat- ing workforce housing. Some wanted to wait to see more progress with the city’s plan to establish affordable tiny homes in the town’s RV park before approving major code changes. “Why is it that this is our problem rather than the employer’s problem?” Plan- ning Commission Chairman Bob Lundy said. Having half developed as housing is good, but think if you can make the whole site more housing,” Bartl said. “At some point you have to decide what your priorities are, and the city has signaled afford- able housing is a priority. Without robust public transit, some commissioners argued cars are a necessity in places like Clatsop County. “I’m not sure if how many cars you see at 8 p.m. for three nights is a good way of deter- mining parking standards,” he said. Bernt also objected to rais- ing rooflines to 32 feet in a residential zone, and said he thought there were ways to build three-story buildings without doing so. “I think we are better off facilitating exceptions and variances,” Bernt said. “There’s not much land left in Cannon Beach, and there are houses that could be built fol- lowing our current rules. This R3 zone will be increasingly valuable and attractive to peo- ple who want to move here and retire.” For now, city staff will cre- ate a draft ordinance reflect- ing Bartl and Clark’s sugges- tions, which will be evaluated by commissioners and the community at January’s pub- lic hearing. “People will always find reasons to oppose affordable housing,” Bartl said. “(The Sea Lark Apartments) is a test case. Do you want to add to affordable housing or not?
