The city’s building code bureau will limit its efforts to enforce the rules against them. Commissioner Chloe Eudaly manages the Bureau of Development Services and announced the change this week. Eudaly said she has asked code enforcement offi - cers to “deprioritize” enforce- ment against tiny homes and RVs “effective immediately.” The policy doesn’t apply to RVs parked on city streets. Those can still be towed. But the city’s code enforcement offi cers won’t go after tents, RVs or tiny homes on private property with the owner’s permission. Eudaly said she intends to continue the policy for the duration of the city’s hous- ing emergency. She has also asked staff to work on a pro- posed code change that would permanently allow tiny homes on private property. Such a change would be subject to approval by the City Council. Eudaly’s spokesman, David Austin, said the changes will make it easier for people who own property to help out friends or family members who’ve become homeless. “It’s everybody’s problem, and we all need to be coming up with solutions,” he said. “Gone are the days of every- body thinking the stereotyp- ical homeless person is hold- ing a bottle and standing out on a street corner. We’re talking about families (that) are impacted by this, kids are impacted by this.” Residential properties will be allowed to host one tent or RV. Churches and business will be allowed up to three. In theory, the new policy could also allow up to three RVs or tents on city prop- erty. Austin said it will be up to individual city bureaus that own land to decide whether to allow it. The Bureau of Develop- ment Services has posted the guidelines they will use to determine when and if to respond to complaints about tiny homes and RVs on pri- vate property. Property owners are responsible for making san- itary facilities available for tiny homes and RVs, and for providing extension cords for electricity. Generators are not allowed. White House action ups insurance rates in Oregon By ANDREW SELSKY Associated Press SALEM — Oregon’s busi- ness regulator has ordered health insurance compa- nies linked to the Affordable Care Act to increase rates to some of their customers in 2018 because President Don- ald Trump halted payments to insurers under the Obama-era health care law, a move that several states including Ore- gon said they’d fi ght in court. Trump’s action would halt $49 million worth of cost-sharing reduction pay- ments by the federal govern- ment to Oregon insurance companies, according to Ore- gon’s Department of Con- sumer and Business Services. Jean Straight, acting direc- tor of the agency, said Fri- day that while Oregonians’ 2017 plan rates and bene- fi ts won’t change through the end of this year, some will see increases in 2018 to compen- sate for Trump’s action. “These rate increases are necessary to ensure the sta- bility of the health insurance market,” Straight said. The agency said in a state- ment: “In order to ensure car- riers can continue to offer coverage in Oregon, DCBS is ordering health insurance companies offering plans on HealthCare.gov to increase their already approved silver metal tier 2018 plan rates by 7.1 percent.” There are about 117,000 enrollees in silver plans, though not every one of those plans will increase, said agency spokesman Jake Sunderland. Silver metal tier plans are the only plans that have cost-sharing reductions. The CSRs, as they’re known, are offered to middle-income consumers and have lower maximum out-of-pocket lim- its, deductibles, co-pays, and co-insurance. About 50,000 Oregonians were enrolled in cost-shar- ing reduction plans. It was not immediately clear how many Oregonians would be subjected to the rate increase, or what the average dollar amounts would be. Those under the bronze and gold plans will remain unaffected, the agency said. Health insurance com- panies that sell plans on HealthCare.gov — the web- site created as part of former President Barack Obama’s Affordable Care Act where people can buy insurance plans and get fi nancial assis- tance — can still sell plans off of HealthCare.gov. If the carrier participates on Health- Care.gov, they will have to increase silver plan rates, Sunderland said. Oregon Attorney Gen- eral Ellen Rosenblum blasted Trump’s action as “a rash, ill-conceived decision that will have a devastating impact on many vulnerable Oregonians.” “These ACA subsidies are a vital funding source that keep insurance premiums manageable,” Rosenblum said in a statement. W A NTED Associated Press SALEM — A special election will be held to determine the fate of a mul- timillion-dollar health care tax that was approved by the Legislature this year. The Oregon Secretary of State’s offi ce said Monday there were enough valid signatures to qualify Ref- erendum 301 for a special election to be held Jan. 23. Election offi cials say of the 84,367 signatures submit- ted, 70,320 were deemed valid. The required num- ber of signatures to qualify for a ballot measure is just under 59,000.
