5A THE DAILY ASTORIAN • MONDAY, SEPTEMBER 11, 2017 WORLD IN BRIEF Associated Press Massive but weakened Irma lashes Florida with wind, rain TAMPA, Florida — A massive but weakened Hurricane Irma zeroed in on the Tampa Bay region early Monday after hammer- ing much of Florida with roof-ripping winds, gushing floodwa- ters and widespread power outages. Irma continued its slog north along Florida’s western coast having blazed a path of unknown destruction. With communi- cation cut to some of the Florida Keys, where Irma made land- fall Sunday, and rough conditions persisting across the peninsula, many held their breath for what daylight might reveal. The monster storm measured more than 400 miles wide, and its winds of up to 130 mph sucked the ocean water out of bays, swamped much of downtown Miami and toppled at least three constructions cranes — two over downtown Miami and one in Fort Lauderdale. More than 3.3 million homes and businesses across the state lost power, and utility officials said it will take weeks to restore electricity to everyone. Irma’s center was about 25 miles northeast of the heavily populated Tampa-St. Petersburg area early Monday, though in a much-weakened state. While it arrived in Florida a Category 4 hurricane, it was down to a Category 1 with winds of 85 mph. More aid, evacuations in Caribbean battered by Irma HAVANA — With ports mended and weather cleared, offi- cials sent in more aid and arranged stepped-up evacuations Mon- day in remote Caribbean islands devastated and cut off by Hur- ricane Irma. Many in the chain of Leeward Islands known as the play- ground for the rich and famous have criticized governments for failing to respond quickly to the disaster caused by the Category 5 hurricane. The storm stripped the islands’ formerly lush green hills to a brown stubble and flattened buildings, then swamped much of Cuba’s coastline, including Havana’s iconic Malecon seawall. At least 24 people died in Anguilla, Barbuda, the French- Dutch island of St. Martin, St. Barts, the U.S. Virgin Islands and the British Virgin Islands. Among them was a 2-year-old boy swept away when his home filled with water. Residents have reported shortages of food, water and medi- cine, and many have complained of looting. US commemorates 9/11; many expected at ground zero NEW YORK — While the U.S. contends with the destruc- tion caused by two ferocious hurricanes in three weeks, Ameri- cans also are marking the anniversary of one of the nation’s most scarring days. Thousands of 9/11 victims’ relatives, survivors, rescuers and others are expected to gather Monday at the World Trade Center to remember the deadliest terror attack on American soil. Sixteen years later, the quiet rhythms of commemoration have become customs: a recitation of all the names of the dead, moments of silence and tolling bells, and two powerful light beams that shine through the night. Yet each ceremony also takes on personal touches. Over the years, some name-readers have added messages ranging from the universal (“the things we think separate us really don’t — we’re all part of this one Earth”) to the personal (“I love you and miss you. Bangladesh hospital struggles to cope with Rohingya wounds COX’S BAZAR, Bangladesh — The 7-year-old Rohingya boy lies on a tattered mattress on the floor of a crowded govern- ment hospital in Bangladesh, bandages covering the spot where a bullet fired by Myanmar troops tore through his chest a week earlier. He is one of 80 Rohingya patients — most males with gun- shot wounds — being treated at this overwhelmed medical facil- ity in a coastal city now deluged with nearly 300,000 Rohingya Muslims who have fled a two-week surge in violence and a life- time of persecution in neighboring Myanmar’s Rakhine state. He is the youngest of six patients with gunshot wounds interviewed by The Associated Press on two recent visits. “The soldiers just started firing. I saw my son on the ground,” the boy’s father Abu Tahir said. In the chaos that followed they lost track of the rest of their family before Tahir carried his son across the border to safety. Now he watches as his child’s ribs rise and fall in the hospital, praying that he recovers. Sadar Hospital is the main medical facility for the Cox’s Bazaar area. Journalists were the shock troops allowing the nation to experience the storm from the com- fort of their living rooms. Networks all brought their top teams in on the weekend for special coverage, nonstop on the news channels. Yet when a huge tree limb crashed to the ground behind NBC’s Gabe Gutierrez, forcing him to scurry away during a live shot, it illustrated the danger many journalists faced. Network executives were one flying projectile away from a tragedy that would have them facing hard questions about whether they were placing a quest for exciting TV and ratings above common sense and public safety. Several journalists stationed outside sought the relative secu- rity of building balconies that blocked some of the wind or, like NBC’s Kerry Sanders, a concrete parking garage. Yet many felt they couldn’t truly convey the storm’s power without showing themselves getting buffeted by the elements. US calls for Monday vote on new Apple may test the bounds of North Korea sanctions iPhone love with a $1,000 model UNITED NATIONS — The United States called for a vote Monday on new U.N. sanctions against North Korea, though exactly what measures would be in the resolution remained a mystery. Security Council diplomats, who weren’t authorized to speak publicly because talks have been private, said the U.S. and China were still negotiating the text late Sunday. Previous U.N. sanctions resolutions have been negotiated between the United States and China — North Korea’s main trad- ing partner and ally — and have taken weeks, and in some cases months, to finalize.
