Gregory Miller, 63, pleaded guilty in June to three counts of first-degree sex abuse. He will serve the mandatory mini- mum 75 months in prison con- currently for each count. Miller was origi- nally indicted in February on 16 counts of first-de- gree sex abuse along Gregory Miller with individ- ual counts of luring a minor, attempting to use a child in a display of sexually explicit conduct, private indecency and first-degree online sexual corruption. He allegedly touched the girl inappropriately multiple times from January to Octo- ber of last year and also tex- ted her an intimate photo of himself. Miller allegedly kept more than 300 explicit pictures of the victim as well. Though all the charges stemmed from alleged inci- dents in 2016, the girl said at the sentencing hearing Wednes- day that she had lived in daily fear of Miller since 2011. After reaching a deal with the Clat- sop County District Attorney’s Office in June, he pleaded guilty to three incidents that took place in April, May and June. Before her daughter spoke, the victim’s mother presented a statement directed to Miller. “I think you’re truly in denial, or at least I hope you are,” the mother said. “I can’t imagine why you would keep doing what you did, knowing it was sick and wrong. Our fam- ily is destroyed. You’re lucky for the sentence you received compared to what you could have gotten.” She said she also hopes Miller, who allegedly drank an average of 15 beers a day before his arrest, seeks treat- ment for alcohol abuse while in prison. While saying she was sickened by the photos and other facts about the case, the mother still forgave Miller. “I’m sorry that you’ve Astoria man identified in fatal crash The Daily Astorian The pedestrian hit and killed by a car in Seaside early Tuesday morning has been identified as an Astoria man. Jimmy Lee Mehrer, 32, was struck on U.S. Highway 101 just after 3 a.m. near Air- port Road by a man driving a 1998 Ford Explorer. Friends of Mehrer at the scene said he was intoxicated and lying down in the road prior to the crash, according to Oregon State Police. The Explorer was headed south on the highway when the driver noticed Mehrer in the road. Skid marks on the road indicate he tried to stop before hitting the man, accord- ing to Oregon State Police. Both lanes were closed until around 7 a.m., and the road was reopened to all traf- fic at around 10 a.m. The state Department of Environmental Quality issued an $825 civil penalty to Asto- ria Animal Aid for continuing to operate an incinerator after fail- ing to renew an expired basic air containment discharge permit. The business, at 35109 U.S. Highway 101 Business, was also fined for failing to require the incinerator always be operated under the direc- tion of someone with the proper training. “The state issued a penalty because the particulate matter from incinerators is a pollut- ant that can contribute to respi- ratory distress for some mem- bers of the public and create a nuisance,” the Department of Environmental Quality said in a release. “The basic air per- mit contains conditions to help ensure particulate emissions and odors do not become an environmental or public health concern.” The state said Astoria Ani- mal Aid has made efforts to gain a new permit and imple- ment new training, which was considered when determining the amount of the penalty. Legislature passes bill requiring coverage of abortion at no cost By CLAIRE WITHYCOMBE Capital Bureau SALEM — Oregon will soon require insurers to cover specific health services, includ- ing abortions, at no out-of- pocket cost to patients. House Bill 3391, approved by the state Senate Wednes- day, now heads to Gov. Kate Brown’s desk. The legislation would pro- hibit plans from imposing a deductible, coinsurance, copayment or other cost-shar- ing requirements on spe- cific services, such as preven- tive reproductive health care, contraception and postnatal services. The House passed the bill after hours of debate Saturday, repeated briefly in the Senate Wednesday. One point of contention: A provision that would have the state separately provide abor- tion coverage for women who have health insurance through religious employers exempted from covering the service in their health benefit plans. Under the bill, the Oregon Health Authority will develop a program with the Depart- ment of Consumer and Busi- ness Services to cover abor- tion services for employees with those plans. The bill sets aside about $10 million in the next two years for the Oregon Health Authority to administer the provisions of the bill. The bill also would guarantee cover- age of the specified services for Oregon residents regard- less of immigration status or gender identity. Senate Democrats said in a statement that the bill would expand access to contraception for over 18,000 Oregonians.
