Kate Brown’s desk, after the state House of Representa- tives unanimously approved the measure on Monday. Senate Bill 481 gives agen- cies about 15 days to hand over public documents or provide a written explanation for the delay. Under existing law, there is no set deadline for a response. “When it comes to public records requests, Oregonians are entitled to both transpar- ency and timelines,” said Or- egon Attorney General Ellen Rosenblum. If the bill is signed into law, public agencies would be re- quired to acknowledge receipt of a request within five days and either hand over the records at least 10 days after that or give a written explanation for when the request will be satisfied. The bill clarifies that request- ors have a legal right to appeal if they believe a public agency is taking longer than necessary. The bill tasks the Attor- ney General’s Office with cat- aloguing the state’s some 500 public records exemptions so that the public can find them more easily. The exemptions are scattered in separate Ore- gon statutes. The legislation is the prod- uct of a public records law re- form task force assembled by the attorney general in Octo- ber 2015. “I am proud to have spear- head the most significant re- form to our public records law in over 40 years,” Rosenblum said in a statement Monday. US cancels new protection for endangered West Coast whales By ELLEN KNICKMEYER Associated Press SAN FRANCISCO — The Trump administration on Mon- day threw out a new rule in- tended to limit the numbers of endangered whales and sea turtles getting caught in fishing nets off the West Coast, saying existing protections were al- ready working. Economically, the new rule would have had “a much more substantial impact on the fleet than we originally real- ized,” said Michael Milstein, a spokesman with the federal fisheries service, which killed the rule. The rule would have ap- plied to fewer than 20 fishing vessels that use mile-long fish- ing nets to catch swordfish off California and Oregon. The change would have shut down the drift gillnet fishing for swordfish for up to two seasons if too many of nine groups of whales, sea turtles or dolphins were getting caught in the nets. The Pacific Fishery Man- agement Council, which in- cludes representatives of the fishing industry as well as state and tribal governments and federal regulators, had pro- posed the rule in 2015. Rejecting it, the National Marine Fisheries Service de- cided that safety measures al- ready taken by the fishing in- dustry, such as putting pinging warning devices on the nets that could be heard by some of the creatures, were working to drastically cut the numbers of whales and turtles becom- ing tangled in the nets, Mil- stein said. Seaside suspect pleads not guilty to charges related to standoff By JACK HEFFERNAN The Daily Astorian SEASIDE — A Sea- side man arrested following a standoff with police earlier this month pleaded not guilty Monday to charges of felon in possession of a firearm, inter- fering with a peace officer and reckless driving. Shaun Mitchell Scar- borough, 28, held a kitchen knife to his throat for nearly two hours June 2 as Seaside Police attempted to arrest him at an apartment on South Columbia Street, Lt. Bruce Holt said. He eventually was struck by a stun gun and arrested just after 5 p.m. Shaun Scarborough Police initially responded just before 2:30 p.m. to a report of a physical distur- bance between Scarborough and his mother at the apart- ment. But Scarborough was gone when police arrived, and no charges resulted from the original report. Neighbors then said they had seen him drive recklessly, maneuvering quickly around corners. Officers located the silver Audi that Scarborough had been driving minutes later at a home a couple of blocks away, although he was not there. A handgun was allegedly found inside, and Scarborough is a convicted felon. The keys to the car were later found in Scarborough’s possession, police said. After police spotted the car, he was later seen fleeing back toward the apartment on South Columbia Street. Police then located Scar- borough in the kitchen of the apartment as he held the knife to his throat. Officers took cover since they could not see Scarborough for a portion of the standoff, Holt said. Following a lengthy con- versation with Scarborough, police were able to get closer to him before they eventually used a stun gun on him and arrested him. Police used the stun gun because they noticed what could have been the handle of a blade in his left hand as they got closer, Holt said.
