Fulton, a wetlands expert for Warrenton Fiber who orig- inally voted to move forward with a bond, said only 15 per- cent of the measure would go toward Life Flight. Hellberg, a former Warren- ton city commissioner, com- mercial fisherman and retired longshoreman, argued that the Port has plenty of land at the airport that hasn’t seen any development for decades, begging the question of why the Port would spend money on creating more. O’Grady, a longshoreman and local busi- ness owner, echoed Fulton’s comments. Campbell, a marine con- tractor who served on the Port Commission from 1965 to 1977 and was re-elected in 2013, said it was obvious the three opposing candidates hadn’t done their homework and know little about aviation. “Right now, they’re oper- ating in a very dangerous sit- uation,” Campbell said of the close proximity of Life Flight, the U.S. Coast Guard, Brim Aviation and fuel tanks. He said it’s imperative to pass the bond or lose Life Flight. Spence, a former city administrator, said moving Life Flight is a safety issue, while developing the surround- ing infrastructure is looking to the future. Rohne, a Brownsmead dairy farmer, former Clatsop County commissioner and col- lege board member, said the bond is worth investing in for both the region’s safety and economy. Spence said the question was loaded, presuming the agency has fiscal problems when staff have presented a balanced budget. “In order to improve the financial condition, then we’re talking about economic devel- opment again,” he said. “And that is luring more businesses to the Port and to the airport … We have to invest initially on the infrastructure to induce businesses to come here.” Rohne said the Port is on the verge of a turnaround, but needs stability and trust to get businesses to invest and attract help from the state. Spence, Rohne and Camp- bell argued the Port staff has greatly improved finances, has a strong foundation and needs support from the Port Commis- sion to continue getting better. Fulton and Hellberg con- tinued their argument that the Port Commission needs to be better informed by the staff of the agency’s financial position. Hellberg said the Port is in trou- ble because of the deteriorat- ing infrastructure on the main piers where its primary income is generated. He said the Port needs to go out and look for real opportunities, but first take care of what the agency has. “Our financial planning is inadequate at the Port of Asto- ria,” Fulton said, adding the Port lacks forward-looking cash flow statements show- ing how the agency will pay its bills, and that the Port Com- mission lacks adequate infor- mation from staff to oversee the agency. “I couldn’t disagree with you more,” said Campbell, who has been quieter during the campaign but came out swinging Wednesday against Fulton. In the last four years, he said, the Port has put its finan- cial position in order. “We do know what’s going on. Mr. Ful- ton is misleading as hell.” Priorities Campbell said his highest priority is still improving finan- cials, finding funds to fix the Port’s ailing infrastructure and acquiring the North Tongue Point industrial facility. Ful- ton said his top priority is better monitoring and treatment of the Port’s stormwater and improv- ing financial information. O’Grady said he would like to see better communica- tion between the Port staff and the commission, while keep- ing the public better-informed. Spence said he looks forward to using his experience in city and county government to help stabilize the Port Commission and get better headlines for the agency in The Daily Astorian. Hellberg said he wants to focus on taking care of what the Port has, support but bet- ter oversee staff and develop the Port into a job-creating machine. Rohne said Sam Patrick, who came before him on both the county commission and Port Commission, told him that the agency used to be boring and productive. “I would like to bring back boring and pro- ductive,” he said. On-campus health care The candidates were asked whether they would support on-campus health clinics. Goldberg said the issue is essentially dead, but that he supports on-campus clin- ics and would be willing to explore a new iteration of the concept. Rickenbach, who first got heavily involved in the school board as part of the opposition to the health center but was not part of the vote, said she sup- ports access for students to health care, but not the school- based health center. She said there is no way for parents to opt out and limited oversight of what services their children are accessing. Rickenbach highlighted the school district’s subsequent work to improve mental health care, bringing counselors from Clatsop Behavioral Healthcare on campus and potentially hir- ing a social worker. Sampson, who was part of the “no” vote that scuttled the health center, said the deci- sion was difficult and influ- enced in part by an insecure funding structure that has shut- tered other on-campus centers. She said the school district has since increased access for stu- dents to health care, with their parent’s permission. Rickenbach echoed Laman’s intent to focus on the tenets of the district’s recently created strategic plan and nar- rowing the achievement gap between the general student population, English language learners and low-income students. Davis said he echoes Oser’s comments that the district, which is assessing campus needs for a possible new bond measure as it prepares to pay off a bond from 2000, needs to proceed responsibly in regard to how it will use the money to improve infrastructure in the long term. Sampson said the district is here for students and needs to continue best-utilizing the limited funding it receives from the state. Responding to Goldberg’s comments, she said the district has done well compared to other districts with sharing information, and attempted in several ways to galvanize interest in school board meetings. “We would love to have people come to our meetings,” she said. “We have been asking and begging and pleading with the public at different meetings to come and listen, to give your ideas. But nobody shows up.” performing arts user groups, but the building faces large amounts of deferred maintenance. A Portland-based development com- pany attempted to buy the center and adja- cent Josie Peper Building last year, but was rebuffed by the college board. Mattson McDonald and Cottle were short on specifics about the center. Cottle said the college should perhaps look to revitalize some of its performing arts programs, while Mattson McDonald said she wants to learn more to decide whether the building is useful to the college or has more value being sold. Baker-Monaghan said the strategic plan- ning process the college is undertaking will provide the information to help the board decide the best way forward on the center. Wingard said that every $1 spent at the center is $1 not being spent on the college’s campuses. He said the college needs to look at how the center is advancing the objectives of its students, while improving communica- tion with its user groups. Mary Beth Cottle In closing Mattson McDonald said she will bring her experience as a student at the college and as a creative, problem-solving business owner, suggesting innovative programs to help make the college more revenue. Wingard said he hopes to continue the good work the college board has been doing the past five years, while listening to the advice of col- lege President Christopher Breitmeyer and his staff. Cottle said she is excited about the pros- pect of working with the college, and would like to explore how local governments could work together to provide affordable housing for students. Baker-Monaghan said she has been through the lean times, including failed bond measures to move the campus and budget cuts. With the college now focused on its main campus and on a more solid financial footing, she said, the institution can start looking to grow and dream of the future. Sobbing, Tarvin’s daugh- ter read a statement to her father at his sentencing in Circuit Court. She said she felt sorry for him for becoming angry and hate- ful after his own abuse as a child. Tarvin said a psychol- ogist determined he likely was molested twice as a child. “I don’t want you to think I hate you. I hate what you did,” his daughter said.
