Powell has overseen treat- ment programs for 12 years at the Sheriff’s Office, but the cognitive behavioral interven- tion classes began in February 2016. The curriculum centers on avoiding thoughts, feel- ings and behaviors that may lead to sexual offenses. Par- ticipants complete homework prior to each week’s meet- ing, discuss it and participate in simulations of real-life sce- narios that may lead to new crimes. “They’re pretty engaged in the program,” Sgt. Traci Hubler said. “It’s really helped with the maturity of some of these people.” Part of national research Powell and Hubler spent three days in December 2015 learning from researchers at the University of Cincinnati, who have taught the curricu- lum to agencies from 10 coun- ties across the country. Being one of the smaller counties in the program, Clatsop Coun- ty’s experience with the trial can differ from others. “We’ll have different struggles than others may have and we also know the patients better,” Powell said. Powell and other social workers throughout the coun- try have made certain recom- mendations to the University of Cincinnati researchers. Though the trial program was designed to last one year, Powell estimates the current class of participants are about 60 percent finished. Because of the lengthened trial period and cost of reimbursement, the Clatsop County Board of Commissioners in February approved $15,000 this year for the entire sex offender treatment program. The funds represent a 75 percent increase to the program’s bud- get for the current fiscal year. Oregon will decide whether or not to provide statewide funding for the pro- gram once the trial program is complete, Lt. Kristen Han- thorn said. But Powell said he could see a modified ver- sion of the program continu- ing whether or not Oregon decides to fund it statewide.
