Magley suffered burns to more than 20 percent of his body, spent a month at the Legacy Oregon Burn Cen- ter in Portland and has been undergoing outpatient rehabil- itation and physical therapy. The suit claims Higher Level’s production space vio- lated multiple fire-protec- tion and workplace-safety laws through the lack of an automatic sprinkler, fire and smoke alarms, liquefied petro- leum gas detectors, adequate venting, an explosion sup- pression system, signed exits, suitable fire control devices, emergency lighting and a safety shower. Magley’s lawyers issued written notices about the law- suit to all the defendants last week. The fire and explosion are still under investigation by the Astoria Police Department, the Oregon State Police and the Clatsop County District Attorney’s Office. District Attorney Josh Marquis said he wants to contact the attor- ney for Magley and incorpo- rate information from the case into the investigation. Many defendants Oei and West leased the production space at the cor- ner of Industry and Portway streets from building owner Richard Delphia, who is being sued along with his compa- nies Dick & John LLC, Dick’s LTD, Dirick Properties, D&D Gas Inc. and Delphia Enter- prises Inc. Subleasing an upstairs storefront from Oei and West was Sweet Relief Astoria, named as another defendant. Also named as defendants were Under the Bridge Cig- arettes in Astoria and UTB Investments, both compa- nies run by regional cigarette and marijuana store finan- cier John Harper. The suit claims Harper’s companies helped finance the buildout of Higher Level Concentrates and sold the unodorized, and thus defective, gas used in the THC extraction process that built up and exploded upon ignition. The City Council recently announced it will move for- ward with a proposal to ren- ovate the nearly 50-year-old library building, using existing monies and whatever amount can be fundraised. The full cost and the design remain unknown. But one thing is clear: Before long, the hun- dreds of items in the basement will need to be sorted and, in some cases, assigned a new home. Artifacts aplenty Library Director Jimmy Pearson said that walking through the basement feels like a stroll through the his- tory of Astoria. His attention is always drawn to something new. A copy of Capt. George Flavel’s father-in-law’s will. A fishermen’s ledger from the 19th century listing their names and catches. Copies of The Daily Astorian dating back to the 1870s. The 1907 government-issued printing of the U.S. presidents’ offi- cial portraits, from George Washington through William McKinley, that once belonged to The Washington Post. A series of black-and-white photographs, taken from atop Coxcomb Hill and arranged panorama-style, captures late- 1800s Astoria, with vintage ships sailing the Columbia River. The Oregon Public Utility Commission (OPUC) designated CenturyLink as an Eligible Telecommunications Carrier within its service area for universal service purposes. CenturyLink’s basic local service rates for residential voice lines are $15.48-$17.55per month and business services are $23.00-$28.00 per month. Specific rates will be provided upon request. CenturyLink participates in a government benefit program (Lifeline) to make residential telephone or broadband service more affordable to eligible low-income individuals and families. Eligible customers are those that meet eligibility standards as defined by the Federal Communications Commission and OPUC. Residents who live on federally recognized Tribal Lands may qualify for additional Tribal benefits if they participate in certain federal eligibility programs. The Lifeline discount is available for only one telephone or broadband service per household, and can be on either wireline or wireless service. Broadband speeds must be 10 Mbps download and 1 Mbps upload or faster to qualify. Danny Miller/The Daily Astorian A stack of old record books can be seen in the basement of the Astoria Library. The oldest object Pearson believes he has discovered so far: the Slusher family’s Ger- man Bible, printed in 1728 and brought to the U.S. in the 1880s. The volume is accom- panied by a letter from the library to Mrs. Harley Slusher thanking her for the book and tracing its origins. Purple Heart Soon after Pearson took over in November, he found, in a basement corner, a Purple Heart that was awarded post- humously to Staff Sgt. Everett J. Salvon. Salvon graduated from Astoria High School in 1940, joined the Oregon National Guard, spent 26 months in combat overseas and was killed on Biak Island, Papua, in 1944 at age 20. Pearson located Salvon’s grave in Greenwood Cemetery on Vet- eran’s Day. The soldier’s fam- ily has since died out. A veteran himself, Pear- son personally paid to have the decoration framed, and to reframe a portrait of Salvon in uniform. Both now hang in the Flag Room, also known as the Veterans Memorial. The basement’s future The city has asked John Goodenberger, a local historian who often uses the library’s resources for research, to help identify, inventory and, if pos- sible, date the items. A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Consumers who willfully make false statements in order to obtain a Lifeline discount can be punished by fine or imprisonment and can be barred from the program.
