5A THE DAILY ASTORIAN • TUESDAY, DECEMBER 6, 2016 WORLD IN BRIEF Associated Press Recovery of fire victims winds down; investigation looms OAKLAND, Calif. — Some people managed to text loved ones goodbye and “I love you” before they died in an Oakland warehouse fire that claimed three dozen lives, officials said, as heart-rending reports of victims’ last moments emerged from the most lethal building fire in the U.S. in more than a decade. Also Monday, the painful and exhaustive search for those killed in the fire appeared to be coming to a close. Alameda County Sheriff Gregory Ahern told The Associated Press that he didn’t believe there would be additional bodies found. But he cautioned that it was “impossible to be absolutely pos- itive” about the number killed until the entire recovery effort is complete. Authorities had gone through about three-quarters of the building by Monday afternoon. Officials said they would turn next to investigating the fire, which erupted late Friday during a dance party. It’s unclear how it started. The district attorney warned of possible murder charges as she determines whether there were any crimes linked to the blaze. “We owe it to the community and those who perished in this fire, and those who survived the fire to be methodical, to be thor- ough, and to take the amount of time it takes to be able to look at every piece of potential evidence,” Alameda County District Attorney Nancy O’Malley said. Man armed with rifle fatally shot by Portland police PORTLAND — Portland police say a suspect armed with a rifle has been fatally shot by an officer. Sgt. Pete Simpson says the shooting happened early this morning, after officers responded to a 911 call about a distur- bance and shooting at a residence in outer southeast Portland. He says preliminary information shows the suspect fired at officers, possibly from a handgun, before emerging from the building with a rifle. A SWAT team and crisis negotiators were dispatched to the scene, but not yet in place when the shooting occurred. Police have yet to release the man’s name; Simpson says he was in his 50s. No one was hurt in the shooting that prompted the 911 call, and no officers were injured. The residence is near a light-rail stop, but trains were allowed through during the investigation. Police: Three pet goats shot to death in Vancouver VANCOUVER, Wash. — Authorities are investigating after three pet goats were shot and killed outside a home in southwest- ern Washington. The Columbian reports the goats were found dead by JR Rob- ertson on his property Monday morning in Vancouver. Seven-year-old Minnie, 5-year-old Coco and 3-year-old Gin- ger were Robertson’s only goats on the property where he also keeps mules, goats, rabbits and turkeys. The goat pen backs up to a grassy nature trail that’s popular with pedestrians, officials say. Clark County Sheriff’s Office Sgt. Chuck Christensen says the case has been transferred to Clark County Animal Control and that anyone with information should call either agency. Amazon Go store is checkout free NEW YORK — Amazon is testing a grocery store model in Seattle that works without checkout lines. Called Amazon Go, shoppers scan their Amazon app when they enter the store, and then sensors register items that shoppers pick up and automatically charge them to the Amazon app. If a shopper puts the item back they aren’t charged. The store offers ready-to-eat meals, staples like bread and milk and meal-making kits. The e-commerce powerhouse has also been dipping its toe into the physical realm. It has opened three bookstores in Cali- fornia, Oregon and Washington with traditional check outs. Two more are in the works in Illinois and Massachusetts. Cowen & Co. analyst John Blackledge says the new grocery store is just one way that Amazon has been setting its sights on the food and beverage category, a lucrative $795 billion market. It also offers grocery delivery in some markets and Prime Now for last-minute items delivered in one or two hours. “We are encouraged by Amazon’s growing footprint in this category, which we see as ripe for potential disruption given younger demos increasingly purchasing food and beverage gro- cery items via digital channels,” Blackledge said. Amazon.com Inc. shares rose $18.69, or 2.5 percent, to $759.03 in afternoon trading Monday. Its shares are up almost 13 percent since a year ago. Ransomed: The freeing of 226 Christians from Islamic State SAARLOUIS, Germany — The millions in ransom money came in dollar by dollar, euro by euro from around the world. The donations, raised from church offerings, a Christmas con- cert, and the diaspora of Assyrian Christians on Facebook, landed in a bank account in Iraq. Its ultimate destination: the Islamic State group. Deep inside Syria, a bishop worked around the blurred edges of international law to save the lives of more than 200 people — one of the largest groups of hostages yet documented in IS’s war in Syria and Iraq. It took more than a year, and videotaped kill- ings of three captives, before all the rest were freed. Paying ransoms is illegal in the United States and most of the West, and the idea of paying the militants is morally fraught, even for those who saw no alternative. “You look at it from the moral side and I get it. If we give them money we’re just feeding into it, and they’re going to kill using that money,” said Aneki Nissan, who helped raise funds in Canada. But, he said, there were more than 200 lives at stake, “and to us, we’re such a small minority that we have to help each other.” The Assyrian Christians were seized from the Khabur River valley in northern Syria, among the last holdouts of a dwindling minority that had been chased across the Mideast for generations. They trace their heritage to the earliest days of Christianity, their Church of the East founded by the apostle known as Doubting Thomas. To this day, they speak a dialect of Aramaic, believed to be the native language of Jesus. But most also speak Arabic and some Kurdish, the languages of the neighbors who have long outnumbered them. Valls resigned a day after announcing his candidacy in the wake of President Francois Hollande’s decision not to run for a second term last week. Valls hopes to unite Socialists and give the left a chance to stay at the Elysee Palace despite current opinion polls suggest- ing the second round of the election could pit Marine Le Pen, the leader of the far-right National Front, against conservative Francois Fillon. The 53-year-old Cazeneuve is a close ally of Hollande and became a popular figure in French politics as the champion of measures tackling extremism in his interior minister role. Cazeneuve was appointed interior minister in 2014 and had to supervise the response to a series of attacks that have claimed more than 200 lives since January 2015. In total, he championed three counterterrorism laws and one intelligence law. He has also been in charge of implementing France’s state of emergency following the Paris attacks that killed 130 people. Cuba starts return to normal as mourning for Castro ends HAVANA — Music is playing in the streets again. Tourists are sipping mojitos at sidewalk cafes. Flags are flapping at full staff. After nine days of national mourning for Fidel Castro, Cuba is slowly returning to noisy, boisterous normality. Cuba is a country where sidewalks serve as living rooms and social clubs, but during the mourning period people mostly stayed indoors, watching television and avoiding any appearance of joviality. With a government ban on selling alcohol and on playing live or recorded music after Castro’s death, Cubans paid tribute to their longtime leader in near silence. They filed by the hundreds of thousands through special sites equipped with photos of Cas- tro as a young guerrilla and books where people could separately sign both their condolences and an oath of loyalty to Castro’s socialist, single-party system. “It was very quiet. In a bar, restaurant, you could hear the air conditioning,” Janine Jenner, a German tourist, said Monday as she had a glass of sangria in Old Havana. “Today it’s like some- one turned the noise on everywhere. It’s like the pulse of the city is back.
