George Naughton, act- ing state chief operating oficer and DAS director, said he would take steps to end the existing contract with Craig, which was signed around July 13. The con- tract allows either party to can- cel the contract within 30 days, Naughton said. The oversight committee, made up of transportation com- missioners and former lawmak- ers, also plans to seek guidance from Gov. Kate Brown. The governor ordered the review in November to assuage lawmak- ers’ reservations over some of the department’s past manage- ment decisions. Lawmakers said they wanted an independent, third-party review to ensure that the Depart- ment of Transportation was oper- ating eficiently before they con- sider passing a transportation package in 2017. That legislation — one of Brown’s priorities as governor — could hike gas taxes and fees on drivers and funnel hundreds of millions of dollars in additional funding to the agency. One of the challenges in inding contractors to conduct the review is that some might be more interested in pursuing high dollar contracts that come out of the transportation pack- age, Naughton said. Only two contractors — Craig and Penn- sylvania-based Public Works — made proposals to conduct the review. It’s unclear whether the review could still be inished before the end of the six-month legislative session in 2017. Lawmakers responsible for crafting a transportation pack- age said Thursday that they plan to move forward with the trans- portation package, with or with- out the management review. 7A Action heats up in ‘The Coast’ By GARY HENLEY The Daily Astorian WARRENTON — Some of the top matches were going right down to the wire Thursday afternoon, in the 106th annual Oregon Coast Invitational. And it’s all making for an exciting inal two days of the tournament at the Astoria Golf & Country Club. Golfers are nearing the inish line of “The Coast,” and there’s a few locals who are still in the running. In the Women’s division, Katie Sturgell took one step closer to the inals in the Cham- pionship Flight, as the 29-year- old Astorian edged Hillary McNeill in Thursday’s quarter- inal, by a 3&2 count. In the Grand Champions division, Kenneth Sheldon — the Ilwaco High School graduate who just completed his freshman year at Willamette University — is looking to become the second straight Ilwaco graduate to win the Invitational’s Grand Cham- pionship, following Jack Wheal- don’s win last year. Sheldon will be matched against Grand Champion medal- ist Riley Elmes in one of today’s semiinals, with Mike Fritz fac- ing Anthony Arvidson in the other half of the Final Four. Meanwhile, Sturgell is rid- ing a wave of momentum, after winning the Astoria Women’s Club Championship earlier this month. She will face Cappy Mack in a semiinal today. “I’m ready for this,” Sturgell said. “I’m hitting the ball better than I ever have. I miss those texts and phone calls. This has been a super-emotional time for me.” The other half of the Wom- en’s Final Four will feature three-time champion Amanda Jacobs vs. Terry Mattson. The Women’s semiinalists tee off at 1:26 p.m. today. In other quarterinal action Thursday, winners in the Cham- pionship Flight of the Seniors division included Bill Bristol, Patrick Regan, Bob Knutsen and Jamie Ihander.
