Jean Elizabeth Phelan (Layton) M ARCH 28, 1935 — JU L Y 5, 2016 Jean passed away at her home in Hamlet, Oregon with her daughters Pam and Debbie by her side. She was preceded in death by the love of her life J.L. “Red” Phelan. Jean will be remembered as a force to be reckoned with and with a twinkle in her eye. Because of her vivacious personality she was greatly involved with community activities and instrumental in starting the Hamlet Fire Department after the loss of her Hamlet home in 1973. She was a driving force in the repair and revitalization of the Hamlet School house in the 1970’s, organizing and hosting Hamlet dances and barbeques while serving several terms as president and vice-president. Jean continued to support the community throughout her lifetime. Jean enjoyed fishing, hunting and raising animals, including a thriving dog business. She had many successful business adventures including being a beautician, owning and operating Jean’s Boarding Kennel and was a founder of The Unique Animal Expo. She will be remembered as a loving mother, sister, grandmother, aunt, cousin and friend. Jean is survived by her twin brother Jack and wife Betty Layton of Greenview, Calif.; her daughters and their husbands, Pam and Bob Holmes and Debbie and Jeff Lounsbury; grandson Sean and wife Kendra Lounsbury, and great-grandson Merrick; granddaughter Valorie Lounsbury, and great-grandson Devin Pace; grandson A.J Holmes and Krista Howsden with great-grandsons A.J., Jordan and Jaxon; and grandson Jesse Holmes. Her love of family created a close bond with several nieces, nephews, cousins, other family and many close friends, including Wally Sarpola and Judy Woolfe. A celebration of life will be held at Jean’s home at 79721 Hamlet Road, Seaside, Oregon, 97138 on Saturday July 16 from 2-5pm. Donations may be made to Lower Columbia Hospice via Columbia Memorial hospital (www.columbiamemorial.org) or your local hospice facility. The family wishes to give a special thanks to Dr. Kevin Baxter and the Lower Columbia Hospice team.
