Invitation to Bid

Sealed bids for the City of Warrenton- Marina Upgrade Project will be
received by Otak, Inc., for the Owner, City of Warrenton, at 225 S Main
Avenue, Warrenton, Oregon 97146 at 2:00 p.m., Pacific Standard
Time, on Thursday, June 23, 2016 at which time and place they will
be publicly opened and read aloud. No bids will be accepted after this
time. All bidders shall submit, in a seperate, sealed envelope, within
two working hours of the bid opening time, on the bid date, a
completed First-Tier Subcontractor Disclosure Form in compliance with
ORS 279C.370.
The work for this project consists of upgrades at the downtown
Warrenton Marina. The work will be accomplished in the late 2016 to
early 2017.
In general the elements of work include, but are not limited to:
1. Demolish and waste haul old pilings, docks, finger piers per plans and
permits, “F” dock only
2. Hydraulic dredging of marked areas outside Marina, per plans and
permits
3. Furnish and Install new pilings, docks, finger piers, and gangways per
plans
4. Furnish and Install new water services
5. Furnish and Install new Fire Department connections and dryline
6. Furnish and Install new electrical equipment

STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING
RESOURCES: The District is assuming steady local property tax collections. The District passed another Ive year local option levy which will continue to assist with general operating
expenses; however, the District still anticipates continued compression loss in this revenue area. REQUIREMENTS: The District's budget represents an increase over actual 2015-2016.
StafIng increases include: three 1.0 FTE licensed positions; a .50 FTE District Curriculum Director; a .40 FTE technology support position; and a .50 FTE superintendent-emeritus position.
Allocations have been made for a Math curriculum adoption. General fund transfers will be allocated to ASPIRE and Food Service special revenue funds. Major maintenance projects include
new Jooring at Gearhart Elementary School; a new Broadway roof pack; parking lot renovations at the Bus Garage; internal walls and doors at the Heights; playground safety measures at the
Heights; track resurfacing at Seaside High School; an ADA compliant restroom with shower at Seaside High School; and, rerooIng of a section of the Seaside High School gym area. Vehicle
replacement includes two buses and a District maintenance vehicle.
