A D M I N I S T R A T I O N The Bonneville Power Administration and the U.S. Army Corps of Engineers recently completed a draft environmental assessment (EA) of the Columbia Estuary Ecosystem Restoration Program. The Columbia Estuary Ecosystem Restoration Program was developed to protect, restore and monitor i sh and wildlife habitat in the Columbia River estuary and satisi es restoration obligations as dei ned in the Northwest Power Act, Water Resources Development Act, and biological opinions for the operation of the Federal Columbia River Power System. The program covers all low-lying, tidally-inl uenced portions of the Columbia River and its tributaries upstream to Bonneville Dam that are currently or were historically tidally inl uenced. This includes portions of Pacii c, Wahkiakum, Cowlitz, Clark, and Skamania counties in Washington and Clatsop, Columbia, and Multnomah counties in Oregon. Estuary restoration activities are currently reviewed on an individual basis. The agencies are now proposing to review the projects together as part of a program, to reduce the time needed to conduct environmental review and reduce duplicative environmental analysis without compromising environmental protections. The ef ects of moving toward this programmatic approach are discussed in the draft EA available through BPA’s project website at www.bpa.gov/goto/ EstuaryRestorationProgram. BPA is accepting comments on the EA from April 22-May 23, 2016. Specii cally, BPA requests your feedback on whether you think the analysis is accurate and complete or that additional topics need to be analyzed. You may submit comments to BPA online at www.bpa.gov/comment or fax comments to 503-230- 3285. You also may call us with your comments toll free at 800-622-4519. Please reference “Columbia Estuary Ecosystem Restoration Program” with your comments. We will post all comments we receive on the comment website.
