7A THE DAILY ASTORIAN • WEDNESDAY, JANUARY 20, 2016 Small ports seek $48 million in federal funding Ilwaco asks for $700,000; Chinook needs $800,000 By KATHERYN HOUGHTON EO Media Group Ports in the Northwest are waiting to see if the nation’s budget will include funding for small ports that often struggle to obtain federal dollars. The Northwestern congres- sional delegation advocated that the president’s ¿scal \ear 07 budget set aside roughl\ $48 million to maintain jet- ties and the channels leading to small ports. The funding would include Paci¿c Coun- t\’s Port of Ilwaco and Port of Chinook. The budget plan is expect- ed to come out on Feb. 9. $ letter signed b\ 2regon’s 8.6. 6ens. 5on :\den and -eff 0erkle\ and :ashing- ton’s Patt\ 0urra\ and 0aria Cantwell asked the 8.6. 2f¿ce of Management and Budget to recognize the needs of small ports. “Despite the Administra- tion’s responsibilit\ to fund these projects, small ports throughout the Northwest continue to be routinel\ over- looked in budget requests and remain chronicall\ underfund- ed,” the senators wrote. The Paci¿c Northwest :a- terwa\s Association, a region- al, multi-industr\ association that focuses on trade, naviga- tion and economic develop- ment policies, asked for $2.1 million for the Port of Ilwaco out of the requested $48 mil- lion, along with $800,000 for the Port of Chinook and $2.7 million for the Skipanon River Channel. Port of Chinook Manager *u\ *lenn said $700,000 of the funding would go toward a major maintenance report on the Ilwaco channel pile dikes. The report could identif\ what is causing the increased silt- ation of the port’s channel, Glenn said. Glenn said he believes the navigation pile dikes, which help funnel water through the channel, are failing. The fail- ure ma\ also be connected to the Port’s consistent dredging needs to maintain safe water levels, he said. As a temporar\ solution, the port has established a crit- ical area around marker 11 where the channel dips below the minimum depth of 16 feet and is working with corps and Coast Guard to realign the channel. “Addressing the cause of siltation will hopefull\ reduce the need for annual mainte- nance at the mouth of the chan- nel, which would save us mon- e\ and effort,” Glenn said. Convenience store at Seaside Chevron gets overhaul Landscaped areas are pro- posed on the east and west sides of the building. The site plan also proposes new sidewalks be built along Av- enue M, adjacent to the back of the building, and a portion of Roosevelt Drive, to create a continuous public walkwa\ along that road. However, Vonada said, the ¿nal con¿g- uration for Avenue M, which is an unimproved right-of- wa\, is subject to input from the Seaside Public Works De- partment. A short-term bike park- ing rack is proposed near the northeast pedestrian walkwa\ between the building and the sidewalk fronting Roosevelt Drive. Not counting the pump island parking spaces, a total of 12 off-street parking spaces in front of the building will be provided, according to a staff report from Planning Director Kevin Cupples. “We don’t want to tr\ to reinvent the function of the site,” Vonada said. The design team and own- er are in the process of pric- ing the project and complet- ing construction and bidding documents; the\ will proceed with submitting applications for building permits in the earl\ spring. Construction of new building to take place in the spring By KATHERINE LACAZE EO Media Group SEASIDE — The owner of the Chevron gas station in south Seaside is replacing the existing convenience store with a new, larger building using the empt\ lot north of the site. The Seaside Planning Commission conditionall\ ap- proved a request b\ applicant David Vonada of Tolovana Architects, on behalf of own- er Marci Utti, to demolish the convenience store associated with the Chevron gas station and construct a new two-stor\ building. “We think it’s important, for the gatewa\ to the com- munit\, to update things and keep things looking nice,” Utti said at the commission meeting earlier this month. The propert\ is located at 121 S. +ollada\ Drive, off U.S. +ighwa\ 101, or Roos- evelt Drive, and between ave- Katherine Lacaze/EO Media Group The owner of the Chevron gas station near the south entrance to Seaside is planning to demolish the existing convenience store and build a new, larger one using the property directly north of the station. Full services should continue throughout the entire project, which is important since it will take space and storage, will be approximatel\ 1,290 square feet. “It will be a major, ma- jor improvement over what’s there,” Vonada said. “I think it’s going to be an attractive building on all four sides.” place throughout the summer months.
