Bonamici said that restor- ing federal recognition for the Clatsop-Nehalem Confeder- ated Tribes would “grant this tribe important federal rights DQGEHQH¿WV´ She warned, however that the “legislative process takes a long time, and tribal recog- nition bills can take several sessions to move through the process. I have been commu- nicating about this bill with the natural resources com- mittee, the Bureau of Indian Affairs and stakeholders, and I am dedicated to continuing to advocate for this legisla- tion and the Clatsop-Nehalem &RQIHGHUDWHG7ULEHV´ The bill has no co-sponsors. tribes of modern Washing- ton, according to the Chinook statement. It also represents neighboring tribes including the Nehalem, Tillamook, Che- halis, Satsop and Cowlitz. During the Clinton admin- istration in 2001, the Chinook Indian Nation achieved fed- eral recognition after seeking it for 19 years. However, the Bush administration reversed the decision 18 months later. When asked about the Chinook Nation’s opposition, Basch pointed to a new sec- tion of the proposed resolu- tion that says that nothing in the act “establishes a prece- GHQW´ RU ZLOO EH ³FRQVWUXHG to affect any decision or other action related to restoration or recognition of any Indi- an tribe other than the Clat- sop-Nehalem Confederated 7ULEHVRI2UHJRQ´ Collier said the Clat- sop-Nehalem Tribe supports the Chinook Nation’s efforts to also be federally recog- nized. “What was taken away should not have been taken DZD\´VKHVDLG But, Basch added, HR 3736 is solely about the Clat- sop-Nehalem tribe. “Recognition will give SHRSOH D SODFH WR FRPH WR´ Basch said. “We feel strongly that this LV DERXW XV´ KH DGGHG ³,W¶V DERXWMXVWLFHDQGDERXWXV´ EO Media Group/File Photo Public works employees Kirk Anderson (left) and Paul Phillips (right foreground) place the NeCus’ Park sign atop its base near Fir Street last winter. In addition, the federal- ly recognized tribe would be able to play a bigger role in protecting the local environ- ment. “Our voice would be much louder about concerns we have about development and SURWHFWLRQ´%DVFKVDLG Among the projects Basch and Collier hope to pursue, RQFH WKH WULEH LV RI¿FLDOO\ recognized, is the NeCus’ cultural center at the site of the former Cannon Beach El- ementary School. The area, bordering Ecola Creek, once was the location of a Clat- sop-Nehalem village. The tribe worked with the city of Cannon Beach to develop NeCus’ Park where the school’s playground once was, but the property where the school building and the gymnasium stand is owned by the Seaside School District. So far, the city and school district have not agreed on a sales price for the land. Federal recognition also would give the tribes the right to request the return of the re- mains of more than 200 Clat- sop-Nehalem members held by museums, mostly in Wash- ington, D.C., Basch said.
