NORTH COAST THE DAILY ASTORIAN • FRIDAY, FEBRUARY 20, 2015 3A Van Dusen to be honored for Garden of Surging Waves Chinese New Year Former Astoria Mayor Willis Van Dusen will be honored Sun- day in Portland for his hand in the creation of the Garden of Surging Waves. The garden, which opened last year at Heritage Square, recogniz- es the role of Chinese immigrants whose labor in the late 1800s helped fuel Astoria’s cannery boom. Chi- nese heritage in Astoria, including the overt discrimination against im- migrants, has often been an obscure part of the city’s history. The Chinese American Citizen’s Alliance will honor Van Dusen at a banquet Sunday evening in Port- land marking the Lunar New Year. Van Dusen, who served as Astoria mayor for a record 24 years, will be presented with the alliance’s 5th Citizen’s Award for his leadership. A bronze plaque marking Port- land’s original Chinatown will also be unveiled at the dinner. Suenn Ho, the Portland urban designer behind the Garden of Surging Waves, designed the plaque. Comment sought on boating guide rules The Oregon State Ma- rine Board seeks public comment on proposed rules pertaining to Oregon Ad- ministrative Rules (OAR) 250-016-0020, 250-016- 35 and 250-016-0050 that modify definitions, add new language to define license expiration dates for non- boating guides, remove rec- reational boating laws from a list of violation, clarify violations and add specific references to types of fish- ing and hunting licenses, tags and permits. Public hearings are also being held to gather written and oral comments on the proposed rules. The clos- est is from 6:30 to 8 p.m. March 15 at the Colum- bia County Sheriff’s Of- fice at 901 Port Ave. in St. Helens. To view the proposed language, visit http:// tinyurl.com/OSMBrules On the record Criminal trespass • At 6:08 p.m. Monday, Astoria Police cited and re- leased Colleen Mae Hobbs, 64, Astoria, for second-de- gree criminal trespass at Short Stop food mart. Hobbs was previously trespassed from Short Stop and contin- ued to come back. She report- edly caused a disturbance by claiming she now owns the store and was walking down the candy aisle loudly read- ing ingredients. Unlawful possession of a ¿rearm • At 10:26 a.m. Thursday, Warrenton Police arrested Ian E. Heller, 38, Warrenton, for unlawful possession of a firearm, possession of a sto- len firearm and felon in pos- session of a firearm at 1935 N.W. Warrenton Drive. Hell- er was stopped in connection to a burglary at BioOregon, when police discovered a firearm in the console of his car. The firearm was stolen out of South Dakota, accord- ing to police. Police also seized various tools from Heller believed to be stolen. The burglary investigation is ongoing, police said.
