District Announces
Two Transportation Program
Funds Available
For Older Adults and Persons
with Disabilities
Sunset Empire Transportation Dis-
trict (SETD) announces the oppor-
tunity for eligible parties to apply
for funds allocated to SETD by the
Oregon Department of Transporta-
tion for the 2015-2017 Biennium.
Eligible parties include: County,
Cities, Transportation Districts,
public or private agencies, Indian
Tribes, individuals or any of these
joined in cooperative agreements.
Only applications that provide
transportation services for older
adults and persons with disabilities
will be considered.
Funding Details:
1.
Special Transportation Fund
(STF): State STF funds for older
adults and persons with disabilities
are allocated to SETD as the
designated STF agency by ODOT.
Estimated STF biennial allocation
is $160,000.
2. 5310 Program Grant: Federal
funds identified as “Enhanced
Mobility for older adults and
individuals
with
disabilities.”
Estimated biennial 5310 grant
funds are $285,081. This program
has a match component.
STF and 5310 are separate pro-
grams and require separate appli-
cations. Application process infor-
mation, applications and instruc-
tions are available on the SETD
website at www.ridethebus.org
and may be picked up at the Asto-
ria Transit Center, 900 Marine
Drive open daily from 7:30 AM to
6:00 PM. Application packets will
also be mailed upon request.

INVITATION TO BID
ASTORIA SENIOR CENTER RENOVIATION PROJECT
Notice is hereby given that the City of Astoria intends to contract for the renovation of the Astoria Senior Center, lo-
cated at 1111 Exchange St. Astoria, Oregon. Project will be constructed under a single prime contract.
The work consists of complete interior and exterior renovations to an existing 13,226 sq ft two level structure con-
structed in 1946. Generally, the Work includes all demolition and new work as described on the Drawings. The reno-
vated facility will include a new commercial kitchen, a large dining space, supporting office and storage spaces. A
new stairway and elevator will be constructed for access to the lower level. Mechanical, electrical and plumbing sys-
tems will be bidder designed. Site work consists of new paving and conversion of an existing ramp into a stair and
landscape planter. The full extent of the Work is described in the Drawings and Project Manual.
Sealed bids will be received up to the hour of 2:00 PM, local time on February 26, 2015 by Ken P. Cook, Public Works
Director, 3rd floor City Hall, 1095 Duane Street, Astoria, Oregon 97103. Any bids received after the above specified
time will not be considered. The carrier, including the United States Postal Service, is considered an agent of the bid-
der. NO faxed or electronic bid submittals will be accepted, under any circumstances. Bids will be publicly opened
and read in the Astoria Waldorf Conference Room, 2nd floor, City Hall. All bids must be accompanied by a certi-
fied check, a cashier's check or bid bond in an amount equal to at least 5% of the total bid.
A Mandatory Pre-Bid Meeting & Building Walk-Thru will be held on February 3, 2015 at 10:00 AM at the Astoria Sen-
ior Center, located at 1111 Exchange St. Astoria, Oregon.
Questions regarding the project during the bid period shall be submitted to Al Jaques, Project Construction Manager by

Project Substantial Completion shall be 171 calendar days after the notice to proceed (NTP) is issued, Project Final
Completion shall be no more than 30 calendar days after Substantial Completion.
