THE PANAMA TREATY PANAMA AND THE' STATES AGREE TREATY. UNITED ON A Exchange Congratulations Sub siaoee of the Treaty United S ates Has the Right to Fortify Terminal.-'. Washington, Nov. 18 Secreta ry Hay and M. Pnilippe-Buna-Va- riiJU, ine minister of Panama, at o clock tbiH evening, signed the Hay-Buna Varilla treaty, providiag lor th9 construction of the Panam Canal by the Uuited States, Tne ceremony occuriei, iu Secretary Hay 'a etndy. The Panama minia' ter arrived at Mr. Hiy'u house 1 1 .. . i t i i i ; j jjiuixipu at o u ciuu-k, uaviug waue an appointment wnn tbe etcretary lor a conference at that hour. He ,,- wae surprised to fiod that the eec- rflturv hti hf.irn him tht t.rat.ii engrossed in duplicate. Tne miu ister read the document carefully, an! then he and secretary Hay a: tacied their signatures to it. Hearty congratulations were -ex changed, and it was agreed that tne ueivB of the Mgning ol the treaty fcbould be kept from tbe public for the present. President Roo-eveit was advised of the eigniog, and M. Buna-Vaiilla sent a ciufidential iag the treaty ud oeeu bigned. Although the treaty has not bean made public, the Associated - Press is enabled to giva tbe substance of tbe document. It cjnsisls of 22 and: 25 articles, but the main points of i he convention are contained iu tha first six articles. .-"--' : The keynote of the treaty is the proviaion in one of the very first articles by whichPanama . cedes to the United States whatever land or lands in the republic of Pana-ma, this government shall find des.ra ble in connection with the building to tne operation and maintenance of the caual. In addition, the treaty gifts to the United States a bund ni tovereignty over the canal strip, which, it in understood, comprises between eight and ten miles rn each eide of the canal. Within this on, the power of the United states id as absolute a- is the zone were P'm and parcel of thi country. ' In genera', it may be said that while the new treaty contains maoy of the provisions of the rejected i .Hiy-H-rron treaty, it ia not oa,!.eJ on that convention, but follows not only tba spirit, hot the letter of the Spoooer act. , Thcs, instead of a leate Lr a fixed period of the canal sr rip, this uev treaty provides for a perpetal- gisrt for the right of. way tu lb Utii'ed S ates, and in tiyad of a coojp'icatKd pryyitua io couits of fixed conifosltiob, LiJf American and half Ctlooobiart, t admicister justice over the ca jal stiip, the new treaty permits this government to exercise the most complete jurisdiction thereon . , Permission also is given to the United States to fortify the line and the terminals, and it may po lice it with troops. That portion of the treaty dwelling- with the for tification of the terminals is rather geoptsl, but sufficiently explicit not to.' be misunderstooi. ; The cities of Panama and Colon retain tbeir municipal autonomy under the republic of " Panama so lonu as they maintain public otder and sanitary conditions to the' sat isfaction ot the United states, "Failure to do this gives the - United States, according to tb treaty, the right to force strict compliance with the wishes of this government in this direction, and the United States can even use force to compel obedience to-its rules as to public order and public health ja these ciliea. :V ' -'.' . The money considered is the came in the new treaty as in tbe Hay-Herron convention, with the exception thatthe $10,000,000 go to Panama instead of to Colombia. The treaty further provides that the canal is to be neutral and open to all nations on even terms. . New dress goods just received at lan & Callahan's. No- ' For Sale Pure bred Poland China hogs. .
