Shall We Bond?
We nil ngrec that we must have better roads, more
miles of thcm improved in a permanent way, and we
shall continue to face the problem, until we find the so
lution,' of just how these roads shall be financed.
We have been rather inclined toward the proposal
to increase the tax levy, but this suggestion has been
met with the objection that the people could not vote
a continuous levy, but could make appropriations only
from year to year, and such a plan could not well be
used to finance an extensive road program.
The only other method is bonding.
Under the new constitutional' amendment this
county may bond for as much as $1,800,000 for road
improvement. This is a large sum, but every dollar of
it could be judiciously employed in removing us from the
mud-hole class, and we would be money ahead finally.
The popularity of a bond issue would depend upon
the location of the roads selected for improvement and
the plans submitted for the retirement of the indebted
ness incurred. It would follow that the expenditure of
nearly two millions should bring about a reduction in
the road levy, else the people could not be expected to
approve a proposal to issue bonds.
The forthcoming road congress to be held in Clack
amas county this summer will be called upon to wrestle
with these problems, preliminary to submitting a def
inite financial plan for the betterment of our country
highways.
