ternoon unanimously voted to appro
priate $750,000,000 for the United
States navy for the n6xl fiscal year
The action of the committee is seen as
a rompleto- victory for Secretary of
the Navy Dnnlels' threeyear building
program for a bigger American navy.
Included In the appropriation voted
for by the committee is 169,000,OOQ
for construction, including the build
ing of 10 cupltal ships and 10 scout
cruisers.

PARIS, Feb. 1. The United States,
supported by Great Britain, has sub
mitted to France a proposal for Im
mediate withdrawal of all troops from
Russia, It was learned from authorita
tive sources today.
This move was made In conformity
with unofficial Information obtained
by American agents that Premier
Lenine and Foreign Minister Tchltch
crln will accept the proposal for a
Joint conference at Pdnklpos, provid
ing that the allied forces are first
withdrawn.
The British, in fact, are understood
to be planning; recall of their own
troop by March, whether the United
States and France take similar action
or not.
TEXTILE MILLS
THREATENED BY
LABOR STRIKE
BOSTON. Mass.. Feb. 1. Reports
today from various mill centers indi
cate that between 600,00u and 700,000
men and women workers in the tex
tile industry of the United States on
Monday will announce that beginning
on that date they will work only 4k
hours a week, In response to orders
sent out by headquarters of the Unit
ed Textile Workers of America in New
York.
At present their hours range from
54 to 60 a week. Many thousands of
workors engaged In trades adjacent to
the textile would also bo thrown out
of work by the walkout.
A general strike of Lawrence tex
tile workers to commence next Mon
day was called at a meeting of the
general committee of workers.

to appear within sixty days after the
first publication of the summons ex

tion, and defend this action or pay the

case of your failure to do so, a decree
will be rendered foreclosing the lien of
