T CLACKAMAS COUNTY has an avxred valuation of .?0,tXHl.(VM. Multnonia'i oiunty odlects taxes on $3(H1,1)00,LXX1 worth of prop erty. Clackamas county has a general road levy of 8 mills Mult nomah county 2 mills. Clackamas county, in addition to its general ro.nl fund levy, Ii.n numerous speo'al road district levies, varying from five to !0 mills. There are Clackamas oiunty farmers who pay 18 mills road tax year after year, while Multnomah county pays only two mills. And then, Clack amas county lias about 1200 miles of road to look after, many of which arc in a mountainous region, or several times the mileage of Multnomah oiun ty reads. It therefore ill behoves Portland newspaper to cat reflection on Clack amas county as far as roads are concerned. Clackamas county may hav; wasted money, may not have yet adopted the right methods of getting the( most out of the road funds but no one can deny the fact that Clackam.is o.uny taxpayers are trying hard enough to get good roads. Much of the criticism that is directed at the county's road building is undeserved. For instance, the Oregon Journal in a story Sunday morning jays: "A curious feature relative to highway development in Clackamas omnty is that t'le improvement of the main roads leading into Multnomah omnty ends a mile or so before tlic county bounJary is reached. Some say that it is due to lack of funds, others that the county officials discriminate against a large portion of the oiunty in favor of Oregon City, the county sea'." The county oiurt, omiposed of three men from Canby, Logan and F.stacada, is not discriminating in favor of the county seat. The road from Oregon City north on the cat side of the river, for instance, has been a disgrace to the county for years, and the road down the west side, north of West Linn, is in as poor a oindition. The principles outlined in the Journal story are correct, however. Clackamas county does need good roads. That paper concludes: "With a pood road from Oregon City to Estacada along the Clackamas, and from Oregon City to Portland, Clackamas county would have an investment which would yield big returns. "It would make a magnificent section of country more accessible and would open up to the tourist a region of unending pleasure." o rriHE SALEM COMMERCIAL CLUB is considering a plan whereby I the fanners will be invited to join the organization. It is proposed to make the farmers members of the agricultural department of the club and give them voting power in that department, but not in the general commercial club organization. The farmers would also be given the social ('rivilegcs of the club and the dues received would be used to promote work in the agricultural department. The plan is one worthy of careful consideration from similar organiza tions throughout the state. This condition indicates a gritrral l.i.k of intrrrst in matters poitical, an apathy that should nut exist. Those citirns who have not rrgtrrrd have no ground to C1.mpl.1111 nt higher taxes or lack of economy in state or county government or to criti cize public otlicer. They have been ottered an opportuntiv to help in se lecting public officials and have turned down the chance. Through pure !ainrs for under present methods it is no hard job to truster, they have forfeited their rights as citizens of the state and county, thrv have "paed up" their rights as American citizens. Hy some the small registration is taken to mean that the pi unary cam paign will be quiet and the vote May 19 light. Yet, this vrar the count;, will elect a district attorney, three members of the lower houe of the state legislature, a county commissioner, a sheriff, clerk, county survevo', reoirdcr, assessor, school superintendent and other officer. The primary election is just as important in naming these officials as the fall election, and in one or two cases the primary campaign probably will be hard toiight and the vote closer than next November. Oregon City and Clackamas county are backing' Miss Rose Upte grove, the county's candidate for queen of the Portland Rose festival, i-i fine shape. Through the energetic efforts of the cvmmittre in charge of the campaign, the aid of the several thousand school children of the county has been secured.
