Captain E. A. Slover, former acting chief of police occupied the light In the . public investigation of the department by the civil service board. The gambling charges against oth er members of the department were deemed merely Incidental aa compar ed to what was brought out against Slover. Frank confessions were made by most of those who had been in volved in the gambling charges while an attempt was made to show that all Involved had decided on a policy of standing pat" but that the scheme had sadly fallen through. The death of Prince Kelki Tokugawa, announced a brief cablegram from Toklo to day, severs a connecting link between the old and new Japan. None of the contemporaries of the pre-Kelkt era, or the days of the Sbogunate enjoyed such distinction as hedged about Prince Kelki, "the last of the Sho guns." In these later days of the ero of enlightenment in Japan, it Is doubtful if the average foreign visitor, or even resident, was aware of the unobtru sive existence of a man who, barely 50 years ago, was the de facto ruler of Japan.
