A numtier of i beautiful tloral pivens, presented by the j memtrs of Cataract Hose company, and employes of Hie Cr jwn Paper mills, . adorned the ca-kel. ; President Mc Kinlev has put an end to third term talk. Believing that si lence would be construed as a desire for another term and all his acta be subject t) misconstruction during the present term he has spoken in no oncertain language on the subject. The language can have no room foi doubt- "I will say now, once for all, expressing a long set tled conviction, that I not only am not and will not be a candidate for a third term, but would not accept nomination Ijt it if it were tendered to me." The president does not wish every act to be construed and interpreted as beir.g done with the view that he wants a renomina-tion. Riclprocity and Subsidies. The National Association of Manufac turers met in its sixth annual convention al Detroit last week, and found its inter ests confronted by the probietns growing out of the changed conditions in interna tional trade resulting from the aggressive American demands for a full share of foreign commerce which has followed our period of expansion. The dominant notes of the meeting are to be found in the annual report of its president, JTheo dore C. .Search, who in an exhaustive paper sets forth the new conditions w hich affect American export trade and bug-ge-ts the liae of policy w hich he thinks will best maintain and enlarge our for eign commerce, without dislocating the economic system upon which the com mercial structure of the United ."-tates has been built. To quote Mr. Search, It has heretofore been comparatively easy for Americans to eecure foreign business, partly because emergencies in England and Germany Lave often debarred the manufactures of t!i06e countries from aggressive competi tion, and partly because American com-1 petition iu international trade has not Leen taken very seriously abroad. A material change has come in the condi- i.uDd. instead oi a iree ueiu ana open male's, we encounter obstacles to .'irtiier extension of our foreign tri ii.-. J 'wrer iing industrial activity and decliu-ii-K t r oes abroad are making Amerioin to i.pevitjon oppressive where its force w not fe:t when business was abund ant i'cr ail, and the American encroach .'"i.i upon European markets, which was formerly merely amusing beyond the seas, has become alarming. Stretching our territorial limits has given a sharp wrench to our governmental or ganization, which will find a duplication in the shock that extension of our com mercial operations will give to our eco nomic policy. If was easily maintained while the needs of our own country only were to be considered. Mow our meth ods must be regulated to fit an interna tional system of trade, in which we must become an important factor, and in which, he says, a policy of give and take must rale.
