The second route started at the Kint one-fourth mile eaat of Mat Kinley's in the first route, thence southwesterly down a depression to a branch, thence southerly across limn, 'It and over a ridge to another branch, thence auutherly up said branch, 1 did not trace said route to Milk Creek as there were so many ups anil downs. I thought it might be de ferred until further routes hud been in vestigated. The grades in Hits rase might be kept under 7 per cent except In one place, where it would reunite at least 10 per cent grade. The third route looked over was from city limit southerly over Apperson road to southwest corner of 8. N. Vance claim, thence southeasterly along south west claim line atiout one-half mile to a small branch leading into Heaver creek, thence down along said brunch to Beavar creek, thence across Heaver creek on present road and then southerly along said road to near school house, thence easterly and southerly along edge of hill to near Knoa CahillB, thence souther ly for the remainder of the distance on the llrat route, tirades in this case need not exceed 7 per cent. The fourth route examined was via present Highland road as far as the foot of Edwards's hill, thunce westerly along lane leading toCiraham'a school house about one-fourth mile, thence southerly to the Jcptlia M ay place, thence in a south westerly direction down canyon to Buck nor creek, tnenco resterly along Buck ncr crook to its junction with Milk creek, thence southerly across Milk creek to present Molalla road near grange hall. There are no hills on this road that will exceed 3 per cent except from May place to ltuckner creek, This route possess the best requirements for 3 main thoroughfare, as it is access ible at all points except in canyon from May's place to Milk creek. 1 have also examined the old road now traveled and think it too expensive to undertake to make a first-class road out of It. The disadvantage are many without many radical changes. Kespectively submitted, Sidney Smyth, TO Til It BOARD OV TRACK OK ORK00N CITY ! We the undersigned, members ot your committee, on roads and highways, dis sent ing from the report of tlio cluiirmnn of this committee, in tho matter of selec ting a route for a wagon road leading ti'oni Oregon City to Molalla, will) a view to asking the county court to cause a county road to bo located thoroon, and to opon the Sumo at the earliest practicable lime, woul respectlully submit tho following rursunnt to instruction: received from this board of trade, your committee, after having boon informed that a sum of money had boon subscribed to begin the preliminary examination of the country intervening between Oregon City and Molalla, employed Sidney Smyth, civil engineer, to make such preliminary examination, and report to this committee. Thereupon sulci Kidney Kmytll mane a cursory examination of two routes, one ul which has count to Im known as the "Western route," and tho other as tlie "Modified Highland route " in ins verbal report, to this committee lie favor ed strongly the liittur. I here being a disagreement in tho committee as to the adoption of this reiiort, and it bring recngni.ed bv a part of this committn that the county court must tlgure a an important factor in this matter if success Is to crown the effort, we took the ground that a careful survey should be made of Itoth routes, and the maps, profiles, and field notes of both, be submitted to said county court to enable it intelligently to chouse iMitween the routes proposed. On learning that the exense of mak ing such survey would much exceed the amount of the fund subscrllied for that purjiose it was suggested that the mem lera of the county court, one of whom is an experienced engineer, might be pre vailed tiHn to go over aim examine ooui routes, ami if they should be able to do ao from such examination to Indicate the route on which they would deem it best to exis'tid the public money on making a good wagon road, servicable at all Reasons of the year to the Molalla pontile, in marketing their produce. This suggestion having been communi cated to the ntemliers of the court, wau acted on by them during the January U'rm with the result, as we are re liably Informed, and verily believe, that the majority of the court have conceived a decided preference for the " Western route." In view of these premises we would submit the following as our own con clusions in the mutter and recommend their adoption by this board of trade : 1st. Tlie Molalla country, including Milk creek, Koda Hpnngs, Needy and Manjuam, is a large and fertile portion of thiscounty.the development oi which is an object well worthy the earnest effort of litis board of trade; it is unpro videod with convenient transiiortation facilities, either bv river or rail, and ita situation is such that if provided with a good wagon road to Oregon City it would contribute to the prosperity of both Oregon City and said section of country. Zml. The lllghlana country mourning lleaver Creek and Canyon Creek, ia also an Important portion of our county, the develojiemcment of which it is to our interest to further, and in our opinion is sutlicient consequence to justify the building a trunk-line road, to located as best to accommodate that section of the county. The magnitude of tha Interests involved would fully Justify the necessary exnse to lay out and construct a good perma nent wagon road, on the most direct route, which admits of suitable grades to permit the hauling of heavy loads to and from market, to each of these sec tions ; and we favor the building of such tiunk-lino road at as early a day as practicable, considering the financial condition of our county, into said district. 3rd. It is only by the earnest co-operation of tlie people specially interested, with tlie countv court, that the accom plishment of any substantially good re sults in the way of building these trunk line roads can lie swurod. The county court being the legally constituted agent ot of the people, hav ing full authority over the county roads, will be held responsible by thorn for whatever error may be committed in the uiatter( whether by yielding to the ini poittinttyof a uiultidue or by acting on their own deliberate judgement after investigation. It aiuiears to be proper then that this board should cheerfully acquiesce in the courts choice of routes, and that it render to the court every assistance in its power to secure the speedy comple tion of the Molalla road on tlie route to be selected by the court, after full in vestigation. 4th. The work ot directing the pre liminary survey could be bettor done by the court or some member thereof, than by this committee, and we would there fore submit the subjoined resolution and recommend ita adoption by the board of trade. Therefore, be it. Kksoi.vkd, That this board will accept the judgment of the court in this matter, after full investigation, as final, and here by instruct the sommittee heretofore ap pointed in this matter to suspend from heir investigations of the different routes, and lo turn over all money sub scribed for a survey of said routes, not already expended, to the county judge to assist in the further aurvey ot said routes. J. T. ArrKRsoN, C. O. T. Williams, J. U. PlLSllVRY. E. E. Cbarman moved to adopt the majority rojKirt and several debated the question, C. 0. T. Williams said the committee, had contemplated making a complete Bitrvey of the different routes but it was found that the expense would be so great that the board had no avail able funds to meet it and hence the re port of the majority as made. D. C. Latourette recited tho steps taken in the effort to get a good road to Molalla and said the adoption of the ma jority report amounted to throwing the whole thing upon tho county court with out any service having been performed by the board. He was of the opinion that the committee should be continued in charge of tlie matter to work in conjunction with the court and thought the different monized to advantage it! the corn- views as to routes might be har mittee. He did not think the county judge or anybody else could act intelli gently as to the location of the road un til there should be accurate data on which to base judgment. He did not believe the board should give up the matter in this condition and he should vote against the motion. J. W. 0'Connell asked Mr. Latourette if he thought the committee could be harmoni.ed and if he thought it could be brought to an agreement with the county court as to the choice of routes, both of which were answered in the affirmative II. II. Johngon asked Mr. Latourette if he thought the court would not act fairly in the matter. Mr. Latourotte said he thought tho court would try to be fair but the jiulgmunt of several would be better. ... C. 0. T, Williams said that one ob- joetof tho report of the majority of the committee with the accompanying reao lution was to allay the feeling that had risen In the mutter between the court and part of the committee. The com mittee had done a great deal of work and the matter was in such !iuhj now that It might lie turned over to the court to advantage. The county court was tho rcapMiiHihle body and it had made a jtersoiial examination of the routes so as to avoid the expense of surveying that would otherwise be necessary. He thought the court in letter position to handle tho matter now. Mr. Johnson stated that the grade of Seventh street was thirteen per con and the modified Highland route contemplated using that street. County Surveyor Smyth was asked a number ol questions about the road. He thought the Apperson hill, which tlie western route would use, could be re duced to an eight per cent grade. He said It was his lodgment, however, that the modified Highland route to the Molalla was the best one that could be chosen. The question on the adoption of the majority reort was put and almost unanimously carried, only Mr. Latour- ette voting no. The names of O. W. Kich and George Warner were proposed for membership and accepted arid the board adjourned. District School Teacher Wanted.
