The initiative and ref erendum powers reserved to the peo ple ;by thfs Constitution are hereby further reserved to the legal vo ers of the municipality and district as to all local, special and municipal legisla tion of every character in or for their respective municipalities andMistricts. The manner of exeroising said powers shall be prescribed by general laws, except that cities and towns may pro vide tor the manner of exeroising the initiative and referendum powers as to their municipal legislation. Not more than ten per cent of the legal voters may be required to order tho referendum, nor more than htteen per cent to propose any measure by tho initiative in any city or town."
