William Russell died at St. Vincent's hospital, Portland, on Sunday morning, of typhoid pneumonia, nged about 23 years. Oregon City does ordain as follows: Section 1. In order to refund the debts of this corporation, a committee consisting of Charles H. Caulield, T. L. Charman and C. J. Parker, members of this council, are hereby authorised and empowered to borrow Thirty Thousand Dol lars (:i0,000) on the faith and credit of this cor poration, said sum to bear interest at six per centum per annum, parable semi-annually on the Brst day ol May and November of each year. Section 2. In order to obtain said sum of money and secure the payment thereof, the said committee shall prepare bonds or obligations of the corporation, sixty (0) in aumber.to be num bered consecutively from one to sixty inclusive, for Ave hundred dollars each, payable ten years after Mav 1st, A. 1). 141. Uach of said bonds or obligations shall have attached thereto twenty (20) interest coupons for the half-yearly Interest as It matures thereon as aforesaid. Said bonds or obligations shall be signed by the Mayor, Re corder and Treasurer of the city, on behalf of the corporation, and the coupons attached shall be signed by the Treasurer only. The bonds shall be made payable to bearer, and the faith of this corporation is hereby pledged for the punctual payment thereof. Section a Upon the presentation of said In terest coupons to the City Treasurer, at or after their maturity, he shall nay the same out of any funds be may have applicable thereto, and tbey shall take precedence and be paid before any outstanding city warrant or other corporate obligation. Section 4. Said committee shall advertise the issuing of said bonds, asking bids therefor, and shall sell the same to the highest bidder. Pro vided, however, that if no uiitfartory offer is received, the committee Is authorized tu reject any or all bids. Section i. On sale of said bonds, the money shall at once be paid In to tbe Treasurer, and he shall immediately apply the same in paying the outstanding indebtednesa of tbe city.
