Puzzle on P. 7 On Wednesday February 3, 2016, at 11:21 p.m., North Precinct of- ficers responded to the report that several gunshots were fired at a home in the 9100 block of North Chautauqua Boulevard. Officers arrived in the area and located ev- idence of gunfire in the street in front of the home and noted sev- eral bullet holes in the front of the house. One round traveled through a bedroom wall where a 75-year- old woman was in bed. She was not injured. Another round trav- eled through the home and exit- ed the rear of the house. Officers checked neighboring homes for damage bud did not locate any ad- ditional bullet holes. ======================== N. PRECINCT ARRESTS SUSPECTS IN A DISTUR- BANCE WITH WEAPON CALL AFTER LONG STAND- OFF News Release from Portland Police Bureau Posted on FlashAlert: January 31st, 2016 11:31 AM On January 31, 2016, at 04:39 a.m., North Precinct officers re- ceived a call claiming that an indi- vidual had been assaulted and that the suspects were armed and inside a home in 4900 Block of N.E. Kill- ingsworth St. Officers contacted the victim near the location and began an investigation. The inves- tigation revealed that occupants of the location had assaulted and threatened at least one person and that an additional female victim might still be inside the location. They also determined that the suspects inside the location were alleged gang members and pos- sibly armed. Officers were able to contain the location and began attempting to establish communi- cation with those inside. Officer could hear yelling form the loca- tion but the occupants would not answer phone calls. Officers than began to loud hail the location. Af- ter loud hailing a female answered the phone. Officers were able to get the female out of the location. She told officers that an additional victim was still in the residence. Officers were able to get this vic- tim to leave the house. This indi- vidual was uncooperative with in- vestigators. Finally, Officers were able to convince the two suspects to peacefully leave the location. They were taken into custody and a sawed-off shotgun was recov- ered from the location. To safely resolved the incident re- quired enormous resources includ- ing officers from North, Central and East Precinct as well as sup- port from K-9 units and the Port of Portland Police. The Gun Task Force responded to assist with the investigation and specialized unit such as the Special Emergency Reaction Team (SERT)and the De- tective Division were consulted. After approximately four hours the situation was peacefully resolved. The two suspects were lodged at the Multnomah County Jail. Eric L. Harris, a 41 year-old male, was charged with Coercion and weap- ons charges. Gerald Randale, a 32 year-old male, was charged Co- ercion, Assault IV and weapons charges. If you see a gun crime in progress call 9-1-1. ======================== SHOOTING INJURES ONE News Release from Portland Police Bureau Posted on FlashAlert: January 29th, 2016 8:30 AM On Thursday January 28, 2016, at 11:06 p.m., North Precinct officers responded to the area of North- east Martin Luther King Jr. Blvd and Dekum Street on numerous reports of gunfire. One caller re- ported seeing a car speeding out of the area at a high rate of speed. Of- ficers arrived in the area and locat- ed evidence of gunfire in the 6600 block of MLK. A short time later, a 32-year-old male victim arrived at Legacy Emanuel Medical Center suffering from a non-life-threat- ening gunshot wound. The victim was treated by medical staff and released from the hospital a short time later. Based on information learned at the scene and from the victim, the Gang Enforcement Team (GET) responded to con- duct an investigation. The Tactical Operations Division is continuing to investigate several incidents of gun violence citywide. Wayland Ave. and Willamette Boulevard on several reports of gunfire. Officers arrived in the area and located evidence of gun- fire but did not locate any victims. Preliminary information indicates that the occupants of one car were shooting at the occupants of anoth- er car. Anyone with information about this shooting is asked to call the Police Non-Emergency Line at 503-823-3333. ======================== 24-YEAR-OLD MAN AR- RESTED IN NORTH PORT- LAND AFTER MAKING 41 CALLS TO 9-1-1 News Release from Portland Police Bureau Posted on FlashAlert: January 21st, 2016 1:47 PM On Thursday January 21, 2016, at 1:17 a.m., the Bureau of Emergen- cy Communications (BOEC) be- gan receiving 9-1-1 hang-up calls from numerous locations in North Portland’s Kenton Neighborhood. Several North Precinct officers were dispatched to the area and ultimately located the person mak- ing the calls at a residence in the 1200 block of North Winchell Avenue. 24-year-old Brian Lew- is-Carter was arrested and booked into the Multnomah County Jail on 41 counts of Improper Use of Emergency Reporting System. Improper use of the 9-1-1 system can endanger lives and tie up valu- able resources that may be needed elsewhere to respond to emergen- cy calls for service. Oregon Re- vised Statute 165.570, Improper Use of Emergency Reporting Sys- tem states the following: (1) A person commits the crime of improper use of an emergency re- porting system if the person know- ingly: (a) Calls a 9-1-1 emergency re- porting system or the School Safe- ty Hotline for a purpose other than to report a situation that the per- son reasonably believes requires prompt service in order to preserve human life or property; or (b) Allows another person to use telephone equipment owned, rent- ed or leased by or under the con- trol of the person to call a 9-1-1 emergency reporting system or the School Safety Hotline for a purpose other than to report a sit- uation that the other person rea- sonably believes requires prompt service in order to preserve human life or property. Officers arrived in the area and located ev- idence of gunfire in the street but did not locate any gunshot victims or damage to property. A witness reported hearing a car speed away after the shots. Officers checked the area and did not locate any vehicles associated with this in- cident. We hope everyone had an enjoyable New Year’s celebration; however it is important to remember that responsible driving is a year-round commitment. The Portland Police Bureau will be adding additional DUII en- forcement units during the month of February to help ensure our streets stay safe, and to prevent needless tragedies within our com- munity.
