This agreement has been roachod for the reason that the Commission did not care to have a civil and criminal case pending at tho same time. By order of the Commission all water jmt rons who pay the old rate be ginning Kebruary first, in the event that the Commission shall find this price exorbitant, shall be refunded tho excess over the Commission's (hidings. Tho outcome, of course, remains in doubt. It will probably take a month k'fore the Commission concludes its investigation. I'ntil it has arrived at a just decision, there seems to bo noth ing to do except pay the old rates and await the res.'lt. It seems to us that the proper course is being pursued. I ho Railroad Commission is endowed with full power to make a thor ough and searching investiga tion, and that it will be just in its decisions is surely to be ex pected.
