We believe that it is about time that the citizenship ot Prineville hould wake up to the fact that ev ery other town, outside of our own, is making every effort possible to ad Tertise the advantages of their par ticular section and thereby interest outsiders to the extent of their join- . ing mem ana becoming co-workers. Prineville has not had any hand in this get-a-citizen campaign, and has no literature to send out to the many who make inquiry by mail in regard to Crook County or the Ochoco Pro ject. There is scarcely a mail comes Into Prineville but what contains uch letters of inquiry, and unless the Commercial Club or the business men see to it that this lack of publi city is taken care of, there is very little likelihood of any increase in population. Forty republicans and 62 democrats voted agaiiist the bill on the final roll call. Several ot the prominent men of the house opposed the bill, Including Uncle Joe Cannon, Representative Foss, chair man ot the republican congressional committee; Representative Flood, Vir ginia, chairman of the democratic con gressional committee; Representative Garner, Texas, democratic whip; Chair man Good ot the appropriatlona com mittee; Chairman Kahn of California, of the military affairs committee, and Chairman Butler of the naval affairs eomuilttee. The bill provides a cash bonus for men wno served In the military or naval forces during the world war of $1 a day for each day of service for men who did not go overseas, and $1.26 a day for each day ot service for men who served overseas. No cash bonus for men who served In the Unit ed States Is to exceed (500 and no bon us for men who served oversea la to exceed $626. In lieu of a cash bonus the service men may choose a paid up Insurance policy, federal aid In the purchase ot a farm or suburban home, or vocation al education, The cash bonus Is not payable before January 1. 121. Next year's naval bud get waa fixed at about $436,000,000 un der a complete agreement on the naval appropriation bill reached by senate and bouse conferee. The original house bill carried $426,000,000 and the senate about $467,000,000. The conferees agreed on $20,000,00v for navy aviation, a compromise be tween the $15,800,000 voted by the house and $25,000,000 by the senate. In lieu of the senate appropriation of $1,000,000 to begin work on the aew Pacific coast base In San Francisco bay, the conferees authorised a con gressional commission of five senators and five representative to, Investigate available site on San Francisco bay ! and report to congress not later than December 31. The Tongue Point submarine base la the Columbia river near Astoria was approved. WANT OUTLET FOR ARMENIA ' I Wilson to Insist on Access to Sea Through Batum. Washington. In arbitrating the boundaries of Armenia, President Wil son, it is said, will insist that the new republic be given access to the sea through Batum, which the allied su preme council has tentatively decided shall be tree port under inter-allied control. Batum Is one of the most Important portB on the Black sea and is the ter minus of the trans-Caucasion pipe lines to the extensive Baku oil fields. It also is the outlet for Georgia and Azerbeljan. Under the terms ot the treaty, Tur key and Armenia and the other high contracting powers expressly agree not only to refer to arbitration of President Wilson the question ot the boundaries of Armenia, but also to accept "any stipulation he may pre scribe as to access to the sea for the Independent state of Armenia." 13 Former German Ships Chartered. Washington. Thirteen former Ger man passenger ship with an aggre gate tonnage of more than 90,000, have been chartered to the United States Mall Steamship company with the Franc and Canada Steamship corpor ation "a unconditional guarantors" for trans-Atlantic service, the shipping board has announced. The contract calls for payment of $3.60 a ton each month, the net return to the govern ment for the first five-year period it covers being estimated at more than $20,000,000.
