THE "WONT WORKS."
To meet the great problem of
unemployment I would form
colonies of three varieties. In
the first I would put those who
know the rudiments of skillful
laboring and who at once may
become producers in a communi
ty. These men honestly want
work and know how to work.
They are kept from Jobs only by
the fact that they cannot find
any. In my second division col
ony would be found men who
do not know how to work and
who must be taught the rudi
ments of labor. They would
have to be schooled in the art
of using their hands and exer
cising their wills. It would not
be long before some of these
men could be promoted into the
first colony. Their promotion
would be dependent upon their
application. In the third colony
I would put those who can work
and who refuse to, preferring to
prey upon the social fabric and
flaunt Justice In the face. They
would either work or starve.
